Position Title: RQ00383 - Senior .NET Developer/Senior Programmer Analyst
Location : Fredericton, NB (Onsite)
Mode: Contract
Client: Government of New Brunswick
Position Overview
Successful candidate will work as a senior developer within the SFS application team, contributing to the design, development, testing, integration, deployment, and support of new and enhanced public-facing functionality.
The Senior Programmer Analyst will also provide technical guidance and mentorship to other developers while helping ensure that the application is secure, performant, robust, scalable, maintainable, and adaptable.
The modernization initiative will focus on:
- Pre-Application Development: Design and implement a secure, scalable, and maintainable framework that supports future enhancements.
- Portal Registration: Provide secure and efficient self-service registration capabilities.
- Notifications: Improve communication between SFS and applicants through secure electronic notifications while reducing reliance on traditional postal services.
- Online Internet Application: Enhance the user interface, data validation, accuracy, and integrity while reducing application processing time.
- Data Migration: Migrate historical data to ensure continued availability for review and reference purposes.
- Online Institution Services: Enable educational institutions to securely submit student program information electronically.
- Automated Administration Services: Provide functionality for reporting, client surveys, online application form modifications, and application troubleshooting.
The overall objective is to enable students to complete the student financial assistance application process electronically through the SFS client portal while improving operational efficiency and client experience.
Key Responsibilities
- Participating in the analysis, design, development, implementation, integration,
and configuration of enhancements and upgrades to the SFS solution.
- Designing and developing secure, reliable, and maintainable applications using ASP.NET Core MVC and related Microsoft technologies.
- Translating business and technical requirements into effective software solutions.
- Participating in user experience and user interface design activities.
- Analyzing defects, bugs, and change requests and recommending appropriate technical solutions.
- Implementing approved fixes, enhancements, and modifications across the application technology stack.
- Working with databases, SQL, stored procedures, triggers, forms, reports, and other application components as required.
- Developing and consuming REST-based APIs to support application integration.
- Ensuring secure application architecture and coding practices are followed throughout development and release maintenance.
- Supporting application performance improvements and optimization activities.
- Creating automated unit tests and participating in quality assurance testing.
- Performing code reviews and ensuring adherence to established coding standards and best practices.
- Creating and maintaining technical and application documentation.
- Participating in Agile ceremonies, including daily scrums, planning sessions, reviews, and other project meetings.
- Collaborating with developers, project managers, business stakeholders, and subject matter experts.
- Providing technical guidance, mentoring, and support to other developers.
- Supporting the deployment and implementation of application changes across appropriate environments.
- Troubleshooting and resolving application and integration issues as required.
Mandatory Qualifications
- English Communication: Ability to communicate effectively in English, both verbally and in writing.
- Education: Bachelor's degree in Computer Science or a related discipline. An equivalent combination of education and skilled experience may be considered.
- .NET and MVC: Minimum 8 years of demonstrated programming and design experience using .NET and MVC.
- Identity Management: Minimum 1 year of programming and design experience with Identity Management solutions.
- Microsoft SQL Server: Minimum 4 years of experience writing scripts and stored procedures using MS SQL Server.
Scored Requirement
- Experience designing and developing secure applications addressing data confidentiality and client privacy requirements. Candidates must demonstrate experience with both.
- Experience working within an Agile development environment.
- Experience translating technical requirements from User Stories and solution architecture into development solutions.
- Recent experience performing code reviews and following coding guidelines and software development best practices. 5 years within the last 7 years
- Experience with JavaScript, jQuery, HTML/CSS, and User Interface design.
- Experience with responsive UI design, including front-end frameworks.
- Experience working with User Interface design systems.
- Experience developing REST-based APIs.
- Experience working with Azure DevOps, including pipelines and development environments.
- Experience working within the Canadian Public Sector as a Programmer/Analyst.
- Experience developing multilingual software systems.
- Programming and design experience with Identity Management solutions.
