Position Overview
The Toronto Transit Commission (TTC) is seeking Senior Contract Administrators to provide professional contract administration and commercial management support within the Commercial Management Department. The positions will primarily support post-award contract administration for construction contracts and Design/Engineering/Professional Service contracts.
The Senior Contract Administrator will work closely with Commercial Managers, project delivery teams, contractors, consultants, internal stakeholders, and other specialists to ensure that contracts are administered effectively, consistently, and in accordance with contractual requirements. The role requires strong knowledge of contract administration, commercial management, construction practices, claims, changes, payment processes, negotiations, and contract close-out.
Key Responsibilities
Contract Administration & Commercial Management
- Administer assigned contracts throughout the post-award lifecycle, from contract execution through close-out.
- Review, interpret, and analyze contract documents, terms, conditions, specifications, and contractual requirements.
- Ensure contract clauses and the overall contracting strategy are applied consistently and appropriately.
- Identify contractual risks, inconsistencies, irregularities, and potential commercial issues and recommend appropriate resolutions.
- Review contractor and consultant submissions, including:
o Work plans
o Task/work assignments
o Contract changes
o Amendments
o Invoices
o Commercial and contractual notices
o Claim notices and statements
o Contractual correspondence
- Ensure submissions comply with contractual requirements and approved scope of work.
Contract Changes, Claims & Negotiations
- Administer the full lifecycle of contract changes, amendments, claims, and change directives.
- Evaluate contractual entitlement, scope, pricing, labour, materials, equipment, and schedule impacts.
- Prepare independent cost estimates and commercial analyses.
- Support claims avoidance, mitigation, negotiation, and settlement activities.
- Lead or support negotiations involving:
o Contract rates
o Work plan submissions
o Assignments
o Contract amendments
o Changes
o Claims
o Unit-price settlements
o Other contractual matters
- Develop commercially sound recommendations that protect TTC's interests while achieving fair and reasonable agreements.
- Negotiate final quantity settlements for unit-price contracts.
- Escalate complex or high-profile contractual matters to the Commercial Manager or Director as appropriate.
Payment & Financial Administration
- Administer contract payment processes in accordance with approved contract price breakdowns and payment terms.
- Review and verify contractor and consultant invoices.
- Assess payment claims, statutory holdbacks, final payments, back charges, set-offs, off-site inventory payments, and liquidated damages.
- Monitor contract expenditures, allowances, contingencies, forecasts, and commercial risks.
- Prepare cost and commercial analyses to support project and management decision-making.
- Prepare material, labour, and equipment cost estimates to support the evaluation of changes and claims.
Contract Documentation & Records
- Maintain complete and accurate contract administration records throughout the contract lifecycle.
- Maintain documentation relating to:
o Work plan releases
o Contract amendments
o Contract changes
o Change directives
o Payment certificates
o Notices
o Correspondence
o Claims
o Close-out documentation
- Maintain records within TTC's Contract Management System and other applicable corporate systems.
- Process Requests for Quotes, Contract Amendments/Changes, Change Directives, and related approvals.
- Provide input into Purchase Authorization Amendment Board Reports.
- Prepare documentation required for contract close-out.
Project & Contract Performance
- Monitor assigned contracts for progress, performance, expenditures, commercial risks, and compliance.
- Prepare contract status reports and provide updates to management and project teams.
- Attend project progress and engineering review meetings.
- Prepare Performance Review Reports and participate in discussions regarding unsatisfactory contractor/consultant performance.
- Identify issues affecting contract performance and coordinate appropriate corrective actions.
- Ensure applicable contract-management KPIs and performance targets are achieved.
Stakeholder & Cross-Functional Coordination
- Work collaboratively with Commercial Management, project delivery teams, engineering teams, contractors, consultants, legal representatives, and other internal stakeholders.
- Provide advice and recommendations on commercial and contractual issues.
- Support legal and commercial teams in enforcing contractual obligations where required.
- Participate in negotiations and resolution of contractual disputes and performance issues.
- Communicate complex contractual and commercial matters clearly to stakeholders at different organizational levels.
Process Improvement
- Contribute expertise to the development and improvement of TTC's contract management systems, standards, procedures, and operational practices.
- Research current contract management trends, leading practices, tools, and technologies.
- Recommend improvements to contract administration processes and controls.
Required Qualifications & Experience
- University degree or college diploma, preferably in:
o Civil Engineering
o Architecture
o Mechanical Engineering
o Electrical Engineering
o Quantity Surveying
- Strong and demonstrated experience in contract administration within complex construction and infrastructure environments.
- Proven experience managing contracts and projects in a multifunctional environment.
- Strong knowledge of:
o Contract administration
o Contracting principles and practices
o Construction planning and scheduling
o Construction management
o Claims management
o Accounting principles
o Quality assurance and quality control
o Risk management
o Relevant legislation
- Ability to interpret technical specifications, drawings, and engineering/construction information.
- Good understanding of legal and commercial matters associated with tendering and contract law.
- Strong negotiation skills, including the ability to develop negotiation strategies and chair complex negotiations.
- Strong analytical, organizational, research, and decision-making skills.
- Ability to assess urgency, importance, and risk and make timely decisions.
- Excellent written, verbal, presentation, interpersonal, and influencing skills.
- Ability to work independently with minimal supervision.
- Strong planning and time-management skills with the ability to manage multiple priorities in a fast-paced environment.
- Proficiency with Microsoft Office, including Excel, Word, and Visio, and an understanding of database management systems.
- Ability to acquire and maintain knowledge of the Ontario Human Rights Code and Related Orders, including accessibility and accommodation requirements.
Preferred / Asset Qualifications
- Certified Construction Contract Administrator (CCCA)
- RICS membership
- Professional Quantity Surveyor (PQS) designation
- Equivalent combination of education, training, and directly related commercial/contracts management experience.
Pay: $70.00-$100.00 per hour
Licence/Certification:
- Certified Construction Contract Administrator (CCCA) (preferred)
- RICS membership (preferred)
- Skilled Quantity Surveyor (PQS) designation (preferred)
