Position Title: Director, Total Rewards and HRIS

Employment Type: Full time Staff | Non-Union

Annual Salary Range: $120,000 - $130,000

Reports To: Vice President, People & Culture

We provide free, trusted, and accessible educational content that can support Ontarians of all ages, regardless of background, location, or circumstance. To fulfill our mandate, TVO delivers curriculum-connected resources through TVO Learn and TVOkids, offers Ontario’s largest online high school through TVO ILC, and produces journalism, documentaries, current affairs programming, and podcasts with TVO Today that help Ontarians understand the issues shaping their communities.

What we’re looking for

The Director is responsible for the ongoing maintenance and implementation of TVO’s total rewards philosophy and accountable for compensation, benefits, pension, payroll HRIS, and HR administration while ensuring efficiency, accuracy, compliance and continuous improvement. This role reports to the Vice President, People & Culture and is a member of the People & Culture (P&C;) Leadership Team and TVO’s Senior Leadership Team (SLT).

We are seeking a self-starter, who will bring a strong foundational knowledge that will elevate and enhance TVO’s Total Rewards and HRIS landscape, with a focus on aligning this to our organizational strategic initiatives, fostering continuous improvement and innovation, and ensuring efficient team operations to support our workforce through the full employee lifecycle. This role is a blend of strategic and hands-on and will drive impact through strong leadership and coaching of their team.

How you will make an impact

Total Rewards:

- Compensation: Provides expert counsel on compensation matters in alignment with Collective Agreements and Ontario Broader Public Sector guidelines, such as salary ranges, base pay, variable pay, compensation recommendations and pay equity. Lead the annual salary review process, including budgeting, communication, and execution.
- Benefits, Pension and Payroll: Oversees, reviews, develops and maintains policies and procedures, and oversees timely and accurate processing.
- Cost Management: manage the costs associated with the organization’s compensation and benefits programs, ensuring they remain competitive and within budget.




- Program Evaluation: regularly evaluate the effectiveness of the organization’s compensation and benefits programs to identify areas for improvement and ensure that they are meeting the needs of employees and the business
- Job Architecture and Span of Control: Develop a job architecture that effectively defines robust criteria to consistently level roles, align to pay benchmark and conduct job evaluations. Monitor span of control and exceptions.
- Job Evaluation: Lead the design, governance, and consistent application of job evaluation processes to ensure roles are appropriately assessed for unionized and non-union roles.
- Compliance: Ensures programs and processes are compliant with all relevant laws and regulations and conducts regular audits. Maintains a proactive approach with new/anticipated changes to legislation.

HRIS, Data Management, Reporting & Analytics:

- HRIS & Data Management: Oversees the administration, maintenance and optimization of the HR system. Ensures data integrity, security, and accuracy, and conducts regular HRIS audits.
- Maintenance and Enhancement of HRIS: Lead the collaboration with P&C;, IT and vendors to ensure technology is optimized with efficient processes and workflows.
- Reporting and Analytics: Oversees development of reports and dashboards to drive more data-informed decisions and measure impact of our efforts and recommends strategic solutions to address trends and issues.

Leadership & Team Management:

- Team Leadership: Manages a team responsible for benefits, pension, payroll, HRIS, and HR administration. Provides leadership and supervision of team through effective coaching that results in operational excellence
- Thought Leadership: Provide thought leadership and guidance within the People & Culture team and the organization through expert counsel and recommendations
- Vendor Management: Manages relationships with external vendors, negotiates contracts and ensures vendors deliver quality services.
- Other duties as assigned.

What you will bring to TVO

- 7-10 years of experience in total rewards, compensation, benefits, HRIS, including design, maintenance, administration, and compliance of programs, with 5 years in a leadership role.
- University or College Degree in a related field or equivalent work experience.
- Designations such as CHRP, CEBS, or CPA are preferred and an asset.




- Deep knowledge of compensation and benefits best practices, trends, and regulations; and a strong Human Resources generalist foundation.
- Strong understanding of regulatory and compliance requirements.
- Advanced MS Excel (i.e. pivot tables, VLOOKUP, advanced formulas) and modelling with large and complex HR/Financial data sets.
- Experience analyzing data and trends to develop solutions, programs, and policies.
- Proven ability to manage multiple priorities in a fast-paced environment.
- Self-starter with proven ability to pivot between strategic and hands-on work.
- Motivated to pursue new and alternative strategies along with a focus on continuous improvement.
- Demonstrated ability to lead and develop high-performing teams.
- Experience working in a multi-unionized environment and/or public sector an asset.
- Handles confidential information with sound judgment, discretion, and professionalism.
- Strong attention to detail, analytical thinking, and problem solving.
