Position Summary:

Joseph Brant Hospital is currently seeking a dynamic Manager, Payroll.The primary accountability of the manager is to manage the operations of the Payroll Department. They will implement, maintain, and review payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, other deductions, new hires, terminations, and changes to pay rates.The role provides exceptional leadership in directing, mentoring, coaching and developing a cross-functional team of 2 staff that administer payroll, day-to-day customer service, analytical support and support activities across the hospital

Responsibilities:

The ideal candidate is a strong, cutting-edge leader who excels in working collaboratively in a team environment and is focused on consistency of meeting deliverables. The Manager will be responsible for the following:

- Developing strategic initiatives and key indicators that are aligned with JBH and programmatic goals
- Continuous quality improvement in all aspects of payroll services
- Effectively manage the Hospitals’ day-to-day payroll operations, compliance adherence, control framework and reporting requirements.
- Have responsibility over the audit and control activities for each payroll cycle,



conduct the final review of each payroll run’s final reconciled output, and authorize/approve the Hospital’s direct deposit file submission and bank funding for each payroll run;
- Oversee reconciliations, provide disbursement approval per the Signing Authority Policy, and ensure the timely submission of all payroll-related statutory filings, remittances, and payments to government agencies and other entities,
- Ensure the organization’s compliance with ongoing, ad hoc and complex taxation issues, including the accurate assessment of taxable benefits, and year-end reporting for T4s and T4As;
- Manage the payroll accounting requirements related to the general ledger financial reporting, interfaces and oversee the reconciliation of all payroll related accounts (e.g. bank, suspense, etc.).
- Keep fully apprised of all legislative changes, policy changes, and collective bargaining agreement modifications impacting payroll, and ensure the Hospital’s leadership, employees, payroll staff and other key stakeholders are effectively informed in that regard;
- Review, document and update existing functional requirements, policies and procedures to support operational needs and processing;
- Implements operational improvement initiatives and prepares/evaluates key performance metrics to promote quality improvement within the payroll team and throughout the organization
- Develop, maintain and execute the payroll business continuity plan (PBCP).
- Work closely with the Time & Attendance, Scheduling, ADP Workforce Management and Human Resources teams.
- Ensure integrity of the hospital’s payroll system by overseeing the functioning of all payroll applications (ADP) and any change management required within these systems.
- Coordinates with Human Resources and Finance teams to ensure changes (processes) also fulfill other teams’ requirements and system performance is maintained;

Qualifications:

- Degree or Diploma in Business Administration, Accounting, Finance or Human Resources Management
- Certified Payroll Manager (CPM) certification through the Canadian Payroll Association
- 5+ years of progressive management experience in a Payroll department
- Experience managing large payrolls for both non-union and unionized staff with multiple collective agreements
- Hospital, health care,



or public sector experience is preferred
- Knowledge of a variety of integrated HRIS and payroll systems is required; ADP/UKG systems ideal
- In depth knowledge and ability to apply and interpret Canadian payroll legislation, Employment Standards, taxation rules and year-end reporting processes
- Effective communicator with the ability to foster cooperation and work collaboratively within and across departments with a broad range of interests and a highly diverse work environment
- Strong attention to detail, and proven ability to take initiative, make independent decisions, exercise sound judgment, develop creative solution and meet deadlines.
- Demonstrated analytical and problem-solving skills, understanding of codependences with Human Resources and Time and Attendance teams
- Ability to maintain composure and handle multiple conflicting priorities in a fast-paced environment
- Demonstrated experience identifying and implementing process and service improvements on a continuous basis
- Hands on experience with leading system upgrades or conversions
- Proven success and acumen in managing change, healthcare improvement, and contributing to transforming culture
- Excellent organizational, communication, interpersonal, problem solving, negotiation, conflict resolution and decision making skills are essential
