Successful land development projects require strong leadership, thoughtful coordination, and the ability to bring multiple disciplines together toward a common goal. As a Senior Project Manager in the Project Delivery Group (PDG) within Wills’ Land Development Solutions (LDS) division , you will take a lead role in delivering complex land development projects, coordinating work across land use planning, land development engineering, and other technical disciplines from early project planning through to completion.
You will be responsible for creating the structure and direction that allows project teams to succeed, balancing client needs, technical requirements, project scope, budgets, schedules, approvals, and risk management. You will work closely with clients, internal disciplines, municipalities, agencies, and other stakeholders to keep projects progressing and ensure deliverables meet Wills’ standards for quality and service. Beyond managing individual projects, you will be a trusted resource to project teams, providing guidance, solving problems, identifying opportunities, and helping develop the people around you.

Key Responsibilities:

- Lead and manage the delivery of land development projects throughout the project lifecycle, coordinating planning, design, approvals, construction, and post-construction activities to achieve project objectives, client requirements, and regulatory obligations.
- Develop and lead proposals, fee estimates, project budgets, schedules, scopes, and work plans, establishing clear project requirements and delivery expectations from project initiation.
- Lead and coordinate multidisciplinary project teams, including Wills’ technical specialists, sub-consultants, contractors, and other project stakeholders, to ensure effective collaboration and timely delivery.
- Oversee the preparation and coordination of land development documentation, including plans of subdivision, site plans, grading and servicing plans, functional servicing reports, stormwater management reports, design briefs, engineering drawings, specifications, and supporting technical studies.
- Establish and maintain project scope, schedules, budgets, resources, quality requirements, and risk controls, proactively identifying constraints and implementing solutions to keep projects on track.
- Build and maintain strong working relationships with clients, municipalities, approval agencies, sub-consultants, contractors, and internal teams, serving as a key point of contact throughout project delivery.
- Maintain regular communication with clients and project stakeholders, providing clear updates on progress, deliverables, costs, schedules, approvals, risks, and emerging issues.
- Oversee quality assurance throughout project delivery, reviewing designs, technical documentation, and other deliverables for accuracy, constructability, regulatory compliance, cost-effectiveness, and alignment with client and Wills standards.
- Monitor project financial performance, including staff utilization, hours, expenses, invoicing, work-in-progress, forecasts, and profitability, taking corrective action where required.
- Ensure project records, reporting, financial information,



and project management data are accurate and current within Wills’ systems.
- Ensure project milestones, approvals, technical deliverables, construction requirements, and client commitments are achieved within established timelines and project parameters.
- Provide guidance, coaching, and mentorship to project team members and junior staff, supporting effective project delivery and professional development.
- Support business development and client growth initiatives, including identifying opportunities, preparing proposals and fee submissions, participating in client meetings and presentations, and developing long-term client relationships.
- Apply applicable municipal standards, provincial legislation, engineering guidelines, and regulatory requirements throughout project planning, design, approvals, construction, and closeout.
- Identify and implement opportunities to improve project delivery, technical practices, standards, and processes, contributing to continuous improvement within the Land Development Solutions division.

Qualifications and Experience:

- Three-year diploma in Civil Engineering Technology, degree in Civil Engineering; or a related engineering discipline; equivalent education and experience will also be considered.
- Minimum 5 years of experience in consulting engineering, land development, or a related field, with demonstrated experience performing project management responsibilities.
- PMP (Project Management Professionals) certification is considered an asset.
- Demonstrated experience delivering land development projects, including residential subdivisions, site plans, commercial, industrial, institutional, mixed-use, and infill developments, from initial planning and approvals through detailed design, construction, and project closeout.
- Strong understanding and experience in land development engineering, including grading and drainage, sanitary and water servicing, stormwater management, road and access design, utility coordination, erosion and sediment control, and municipal infrastructure design.
- Demonstrated experience preparing and coordinating engineering submissions and technical studies, including servicing and stormwater management reports, grading and servicing plans, design briefs, engineering drawings, specifications, cost estimates, and supporting documentation.
- Strong understanding of Ontario’s land development and municipal approvals processes, including experience working with municipalities, conservation authorities, utilities, and other regulatory agencies throughout the review and approval process.
- Working knowledge of applicable municipal standards, provincial legislation, engineering guidelines, and regulatory requirements related to land development, municipal servicing, stormwater management, transportation infrastructure, and environmental considerations.
- Demonstrated ability to oversee project scope, budgets, schedules, resources, quality, risks, and financial performance, including monitoring project hours, expenses, invoicing, forecasts, and profitability.
- Experience leading multidisciplinary project teams and coordinating engineers, technologists, planners, environmental professionals, surveyors, geotechnical consultants, contractors, and other sub-consultants.
- Strong understanding of consulting engineering business practices, including proposal development, fee preparation, scope development, project budgeting, contract administration, and responding to RFPs and other procurement opportunities.
- Exceptional communication, client relationship, analytical, and problem-solving skills.




- Ability to effectively coordinate multiple projects, priorities, and stakeholders in a fast-paced consulting setting.
- Ability to read, understand and interpret policy and legislation.
- Proficiency with MS Office Suite and internet research applications.
