Reporting to the Deputy Minister and Deputy Attorney General, this position is responsible to foster innovation and transformative change in justice and public safety systems; managing the integrated planning, development, implementation, measurement and analysis of Departmental public policies, plans and processes. This position provides strategic leadership, evidence-based research and policy advice to the Minister, Deputy Minister and senior management as they relate to Government, intergovernmental and the Department’s strategic priorities. Responsible for over 120 provincial statutes and associated regulations This position leads the Department of Justice and Public Safety’s federal/provincial/territorial relations including policy, legislation and agreement on areas of shared jurisdiction. This position leads, directs and manages the day-to-day operations of the division which includes a service delivery section and a policy and intergovernmental relations section.

Duties will include but are not limited to:

- Provide executive advice and assistance to the Minister of Justice and Public Safety and Attorney General and Deputy Minister/Deputy Attorney General on issues management; coordinates and provides advice and information to support the Deputy Minister and Minister in intergovernmental forums and policy issues;
- Formulate responses to correspondence from other governments and stakeholders on public policy issues and recommends positions through research on issues, legislation, consulting subject matter experts, etc., determining impacts on the Province and developing provincial policy positions;
- Lead the departmental compilation and preparation of briefing materials to advise Minister and Deputy Minister at FPT Ministers Responsible for Justice and Public Safety, FPT Deputy Ministers Responsible for Justice and Public Safety, and Ministers Responsible for Human Rights and their related sub tables; which includes obtaining and synthesizing information from other seven other Directors and their staff to confirm and advance province’s positions on justice system issues and priorities;
- Lead analysis,



and provide and compile advice on briefing materials for the Premier through Inter-Governmental Affairs section of Executive Council for FPT Inter-Governmental Affairs tables, including the Council of the Federation and the Council of Atlantic Premiers;
- As a matter of shared constitutional jurisdiction with the federal government, confirming, advancing and negotiating the province’s positions on justice system and public safety issues, priorities and legislation at the official’s level and escalating the appropriate advice to DMs and Ministers (which can include Ministers from other departments);
- Oversee a team to conduct research, analysis, policy development, legislative drafting, and implementation of current, new, or modified Departmental public policies and laws, programs, and internal business processes as a means to ensure execution of strategic direction and mandate;
- Oversee the departmental legislative planning process (over 120 statues) with consideration to operational readiness and risk, legal and political risk, and allocation of resources;
- Provide direction to, and coordinates with, the Legislative Specialist to alignment of policy and budget/ resources are secured and in place to support implementation in the operational division to reach strategic objectives;
- Lead and support system innovation, transformation and change, to improve service delivery, quality, and community engagement ensuring programs reflect rights-based, and needs-based perspective of the diverse community with particular attention to under-served and over-represented marginalized groups;
- Lead key strategic initiatives for the department including the development, policy approval process and implementation; consult and work closely with Directors and senior management, other governments departments, stakeholders; responsible to implement the GPEI Youth Cyberviolence Prevention Strategy and Culture of Care Strategy;
- Lead the development and implementation of integrated service delivery and cooperative action plans that involve engagement, collaboration, and coordination across the department and with key stakeholders (inter-departmental and community), including the Restorative Justice Program, the Therapeutic Court Program, and other emerging approaches such as establishing a Community Legal Clinic;
- Ensure alignment in planning, based upon the needs of the criminal justice system, community safety systems, departmental priorities, and equity seeking and rights holding groups’ priorities;




- Provide direction and program oversight for the management and administration for the Restorative Justice and Therapeutic Courts programs;
- Responsible for financial administration of the divisional budget including annual capital budget and operational budget submissions, quarterly forecasting, management of expenditures and revenue;
- Oversight and management of annual grants and relevant agreements for community entities- including the Human Rights Commission and Community Legal Clinic;
- Provide strategic advice and direction to staff and ensure that resources are available to support the work of the division.

Minimum Qualifications:

- Candidates must possess a Law Degree or a Master’s Degree in Criminology, Justice Studies or a related field with considerable legislation/policy development experience in the areas of criminal and civil justice;
- Extensive recent, relevant experience in program development, project management, policy research and development and evaluation;
- Extensive experience conducting research, analysis, devising policy options and recommendations; formulating and presenting analysis to senior management;
- Must have considerable experience in management/ supervision or equivalent training or course work;
- Must possess excellent writing, analytical, communication and consensus building skills;
- Flexibility to manage a broad range of tasks is essential;
- Presentation skills and experience making presentations to internal and external groups;
- Considerable experience developing good working relations with internal, external governments, organizations and agencies;
- Valid driver’s license and ability to travel out of province.

Other Qualifications:

- Bilingualism is considered an asset.
