Project Manager – Underground
Type: On-Site, Full-Time
Location: Calgary, AB

This role offers an exciting opportunity for an experienced Project Manager to take ownership of significant projects, lead multidisciplinary teams, and contribute directly to the successful delivery of infrastructure that communities rely on every day.
Key Responsibilities
As the Project Manager – Underground Division, you will lead the planning, coordination, and execution of complex underground and municipal infrastructure projects, generally ranging from $7M to $50M. You will be responsible for ensuring projects are delivered safely, efficiently, on schedule, within budget, and to the highest standards of quality.
Project Planning & Execution:
- Lead projects from estimating and preconstruction through execution and closeout, developing comprehensive execution plans, schedules, budgets, forecasts, procurement strategies, and construction methodologies.
- Coordinate resources, project activities, and priorities to ensure work progresses efficiently and project objectives are achieved.
- Lead complex, time-sensitive, and high-risk projects that require strong judgment, proactive problem-solving, and timely decision-making.
- Maintain a strong field presence and work closely with construction teams to identify and resolve issues before they impact project delivery.
Underground Construction & Technical Oversight:
- Oversee underground utility, deep servicing, earthworks, rehabilitation, and municipal infrastructure projects, applying strong knowledge of water, sanitary, stormwater, deep excavation, shoring, bypass pumping,
and existing utility interfaces.
- Review contracts, drawings, specifications, and construction requirements to identify potential challenges and ensure projects are executed effectively.
- Monitor construction progress and quality through regular site involvement, ensuring work meets technical specifications, project requirements, and established quality standards.
Commercial & Contract Management:
- Manage project budgets, forecasts, costs, and overall financial performance while identifying opportunities to improve project efficiency and profitability.
- Review and manage RFIs, change orders, claims, contract requirements, and commercial risks throughout the project lifecycle.
- Support estimating, tender submissions, scope development, and project handover to ensure a seamless transition from preconstruction to construction.
Stakeholder & Team Leadership:
- Lead and coordinate project teams while maintaining effective communication with clients, consultants, municipalities, subcontractors, suppliers, and internal field personnel.
- Build strong relationships with project stakeholders, providing regular updates and proactively managing expectations throughout the project lifecycle.
- Mentor project coordinators and junior project managers while contributing to operational planning and the successful delivery of multiple projects.
Safety, Risk & Regulatory Compliance:
- Maintain accountability for project safety, quality, schedule, cost, and client satisfaction while promoting a culture of accountability and continuous improvement.
- Identify project risks and implement effective mitigation strategies to minimize delays, cost impacts, safety incidents, and operational disruptions.
- Coordinate permits, environmental requirements, traffic accommodation, utility interfaces, and regulatory approvals to support compliant project execution.
Qualifications
To succeed in this role, candidates should demonstrate:
Education & Experience:
- 5+ years of progressive project management experience within civil construction, municipal infrastructure, or underground construction.
- Extensive experience managing underground utilities, deep servicing, earthworks, rehabilitation, and municipal infrastructure projects.
- Demonstrated experience managing complex projects generally ranging from $7M to $50M.
- Post-secondary education in construction, engineering, or a related technical discipline is preferred, with CET considered an asset.
- PMP or similar project management training is considered an asset.
Technical Skills:
- Strong knowledge of underground construction methods, including water, sanitary, stormwater, deep excavation, shoring, bypass pumping, and existing utility interfaces.
- Proficiency with project management software such as MS Project, Primavera, or equivalent.
- Strong understanding of construction contracts, project controls, safety standards, and applicable industry regulations.
- Ability to interpret and work effectively with construction drawings, specifications, contracts, and project documentation.
