The Halton Police Board is the civilian governance body responsible for providing strategic oversight of the Halton Regional Police Service on behalf of the community. The Board ensures that adequate and effective policing services are delivered across Halton Region in accordance with provincial legislation, while setting strategic priorities, establishing policies, and monitoring organizational performance and accountability. It hires and evaluates the Chief of Police, approves the Service’s budget, and safeguards the responsible stewardship of public funds.
Operating at a governance level rather than directing day-to-day policing operations, the Board plays a critical role in promoting transparency, accountability, and public confidence in policing.
The Halton Police Board is seeking a Board Compliance Manager (BCM) to Serve as the primary protective custodian of regulatory alignment, human resources compliance, and statutory integrity for the Halton Police Board under the Community Safety and Policing Act, 2019 (CSPA). This position is responsible for auditing board policies against provincial policing standards, managing statutory compliance risks, providing analytical advice during collective bargaining and labour relations processes, and acting as the primary operational liaison to the Inspector General of Policing.
The Board Compliance Manager (BCM) supports appropriate information sharing and governance boundaries between the Board and police service operations while ensuring human rights, workplace health and safety, and employment-related regulatory mandates are embedded in board oversight workflows.
The BCM will bring strong analytical judgment, discretion, and a commitment to sound governance to support the Board in meeting its statutory responsibilities and maintaining effective oversight of the Service. The successful candidate will work collaboratively with the Chief Governance Officer, Board members, and key internal and external stakeholders to identify compliance risks, strengthen governance practices, and support transparency, accountability, and public confidence in policing.
Core Responsibilities
- CSPA & HR Regulatory Compliance: Audits board procedural bylaws, policy registers, and sub-committee activities against emerging provincial policing frameworks, the Ontario Human Rights Code,
and statutory diversity planning mandates under the CSPA. Ensures board employment and workplace policies strictly comply with statutory oversight rules.
- Labour Union & Bargaining Assistance: Assists in tracking dates and correspondence with regard to collective bargaining cycles with police associations.
- Inspector General Liaison: Commands the board's intake, document compilation, and data preservation workflows when handling formal notices, complaints, or inspections from the Inspector General of Policing. Maintains absolute audit readiness for all board oversight functions.
- Systemic Disciplinary Oversight: Securely processes, sanitizes, and analyzes aggregated discipline logs and human resources complaint data from the Halton Regional Police Service. Converts raw data into systemic trend assessments for the Board while upholding statutory confidentiality, information barriers, and non-reprisal protection frameworks.
- Public Records Custody & MFIPPA Administration: Verifies the legal precision of Board records, leads responses to Freedom of Information (FOI) demands under MFIPPA, and monitors statutory conflict-of-interest filings and board member code-of-conduct registries.
- Operational Supervision: Supervises and directs the work of other Board Staff, if applicable, regarding statutory record retention, compliance workflows, and digital portal data security.
Requirements
- Education: Bachelor’s Degree in Human Resources, Law, Business Administration, Public Policy, Public Administration or a related discipline. CPHR/CHRL or legal/compliance certification is considered a robust asset.
- Experience: 5–7 years of experience administering compliance frameworks, regulatory metrics, or human resources policy within a public sector, unionized, or highly regulated environment.
- Labour & HR Expertise: Demonstrated exposure to unionized public sector environments, including collective agreement analysis,
labour relations compliance, and workplace investigation principles.
- Technical Knowledge: Demonstrated Knowledge of the Community Safety and Policing Act (CSPA), MFIPPA, the Ontario Human Rights Code, provincial employment standards and labour relations legislation, collective agreement administration and interpretation, privacy and records management.
- Core Competencies: Exceptional analytical skills; strong boundary-setting ability to preserve legal operational walls; experience advising senior executive leadership; and high discretion when handling confidential HR, labour, and disciplinary data.
Compensation and Location The salary range for this position is $99,000 to $119,000, commensurate with qualifications and experience. This position is based at our Oakville Headquarters, conveniently located at the QEW and North Service Road West.
