ABOUT THE ROLE
Reporting to the Deputy Chief, Paramedic Services, this position is for responsible for providing oversight of paramedic services and emergency operations in the Region including policies and procedures, regulatory compliance, staff wellbeing; and facilities, equipment and vehicles maintenance.
WHAT YOU'LL BE DOING
- Provides oversight to the paramedic operations including supplies, fleet and equipment to ensure efficient emergency management.
- Supervise and support the assigned Superintendents, paramedic staff in daily operational actions and decisions in accordance with the organization's competencies, objectives and goals.
- Provides oversight to adherence to policies and operational practices to ensure emergency capability maintenance.
- Responsible for emergency performance agreements with respect to local policies and procedures such as out-of-region paramedic response and non-emergency patient transfers.
- Responsible for acting as the Region's Paramedic Incident Commander at major incidents or disasters, as designated; makes strategic decisions and ensures tactical deployment of required resources.
- Carries out primary or advanced patient care, as required and maintains current knowledge of relevant legislation, health and safety standards, medical and emergency response procedures and ambulance regulations.
- Makes recommendations on changes to operating policies and procedures to improve efficiency and best practices; provides oversight to the development of quality assurance activities to monitor program effectiveness and support continuous improvement attitudes; participates in organizational and management change initiatives.
- Assesses and analyzes the status of emergency management supports and services in the community in consultation with key stakeholders and recommends program changes to ensure that all program environments support the stated objectives.
- Provides direction and support in the development and implementation of project/program plans, and policies and procedures ensuring consistency and alignment of all plans with broader corporate plans, standards, and business goals.
- Develops effective relationships to promote and leverage partnership opportunities and collaboration with external stakeholders; may chair and/or participate in a variety of committees and task forces, work groups and special projects; representing the Region on external committees, meetings and speaking engagements as required.
- Assists the in preparing, recommending, monitoring and controlling the Division budget; prepares the business unit annual budget, special project budgets, and work plans.
- Responds to customer enquiries directly and/or resolves difficult or highly sensitive complaints either verbally or in writing.
- Provides input to or prepares reports, briefing notes, presentations, statistics and analysis, for Senior Management, as requested.
- Ensures adherence to the Region’s policies, guidelines and bylaws and manages information in accordance with legislation and corporate standards.
- Manages staff, including recruitment, selection, hiring, scheduling, assigning work, determining training and development needs,
coaching, and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
- Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health & Safety Act and Regulations and Regional policies.
- Promotes the code of conduct, Regional values and HR policies with all staff of the section.
- Performs other duties as assigned to meet Departmental goals and program/service objectives.
WHAT WE'RE LOOKING FOR
- Successful completion of a University Degree in Business Administration, Health Sciences or related field or approved equivalent combination of education and experience achieved through certification as a Primary Care Paramedic or an Advanced Care Paramedic.
- Current certification as a Primary Care or Advanced Care Paramedic in the province of Ontario.
- Minimum five (5) years of progressive experience in a Paramedic services unionized environment in program administration/delivery, including demonstrated minimum of two (2) years of direct supervisory experience.
- Valid Ontario Class "F" driver's licence.
- Satisfactory Police Criminal Background Check.
- Demonstrated knowledge of relevant Legislation, Standards, Acts and Regulations.
- Demonstrated knowledge and understanding of the principles and practices of performance-based Paramedics Services/EMS systems and dispatch operations.
- Demonstrated knowledge of ambulance service operation and related fleet, technical support and material management issues.
- Demonstrated ability in the Region’s leadership and corporate core competencies.
- Supervisory and human resource management skills, knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation.
- Excellent interpersonal skills and ability to connect with a range of internal and external stakeholders while focusing on fostering collaborative work relationships.
- Solid communication, influencing and presentation skills with a strong customer focus.
- Strong report writing, research, analytical and project management skills to meet program objectives and work to tight deadlines.
- Informed and active leadership to confront bias and systemic barriers and comply with or build inclusive practices in business processes, recruitment practices, team management, etc. to ensure inclusive and equitable workplace
- Ability to travel to offsite locations, as required.
- Ability to work during weekends and evenings/nights.
