The Opportunity:

GagaMuller is supporting the delivery of a data centre development in Regina, Saskatchewan, Canada.

The Commissioning Manager will play a critical role in developing, managing, and executing the overall commissioning strategy for the project.

Working closely with Project Directors, Construction Managers, MEP teams, Design Managers, Commissioning Agents, specialist contractors, vendors, controls teams, client representatives, and operational stakeholders, you will ensure that building systems are fully commissioned, integrated, documented, and ready for safe and reliable operation.

The role will oversee commissioning activities across the project lifecycle, ensuring systems are installed correctly, tested against approved design criteria, integrated with associated systems, and demonstrated to perform in accordance with project requirements and client operational standards.

The successful candidate will be responsible for maintaining commissioning momentum, identifying system and interface risks, coordinating testing activities, and driving issues through to resolution and final close-out.

This is an opportunity to take a senior commissioning leadership position on a major mission critical / hyperscale data centre programme in Canada.

Responsibilities:

1. Commissioning Strategy & Planning

- Develop, implement, and maintain the overall project commissioning strategy and execution plan.
- Establish commissioning objectives, requirements, procedures, schedules, and key milestones.
- Develop and maintain commissioning programmes aligned with the overall project master programme.
- Define commissioning sequencing and system turnover requirements across Mechanical, Electrical, Controls, BMS, ICT, life safety, and specialist systems.
- Review project design documentation to identify commissioning requirements, system interfaces, testing criteria, and potential commissioning risks.
- Establish commissioning readiness requirements for contractors, vendors, and project delivery teams.
- Develop commissioning procedures, test scripts, checklists, and verification documentation.
- Ensure commissioning activities are appropriately planned and resourced throughout the project lifecycle.

2. Systems Completion & Commissioning Management

- Lead and manage commissioning activities from construction completion through final system acceptance and operational readiness.
- Coordinate systems completion, pre-functional checks, inspections, testing, and functional performance testing.
- Monitor system readiness and ensure prerequisites are completed before commissioning activities commence.
- Manage system turnover from construction teams into commissioning and operational teams.
- Coordinate testing of Mechanical, Electrical, Controls, BMS, life safety, ICT, and specialist systems.




- Oversee functional performance testing against approved commissioning procedures and design requirements.
- Coordinate Integrated Systems Testing (IST) to demonstrate the performance and interaction of interconnected systems.
- Ensure commissioning activities are completed safely, systematically, and in accordance with approved procedures.
- Identify incomplete works, defects, test failures, and commissioning constraints and drive them through to resolution.
- Maintain visibility of commissioning progress, system status, outstanding actions, and critical path activities.

3. Integrated Systems Testing & Operational Readiness

- Lead and coordinate Integrated Systems Testing across interconnected mission critical systems.
- Develop and review IST scenarios, test scripts, failure modes, recovery sequences, and operational scenarios.
- Coordinate testing of critical infrastructure under normal, abnormal, and failure conditions.
- Validate system resilience, redundancy, controls sequences, alarms, interlocks, and emergency operating procedures.
- Coordinate testing across electrical distribution, mechanical systems, BMS/controls, generators, UPS systems, cooling systems, fire/life safety, and other critical infrastructure.
- Work with client operations teams to ensure systems and procedures are aligned with operational requirements.
- Support operational readiness activities, including training, procedures, documentation, and system familiarisation.
- Ensure commissioning outcomes provide the client with confidence that the facility is ready for safe and reliable operation.

4. Stakeholder & Contractor Coordination

- Act as the primary commissioning interface between the client, project leadership, design teams, construction teams, commissioning specialists, contractors, vendors, and operational stakeholders.
- Lead commissioning meetings, readiness reviews, technical workshops, and testing coordination meetings.
- Coordinate commissioning activities across multiple contractors and specialist vendors.
- Work closely with Construction Managers and MEP teams to ensure systems are completed and ready for testing.
- Coordinate commissioning interfaces between Mechanical, Electrical, Controls, BMS, ICT, life safety, and specialist systems.
- Review contractor commissioning plans, procedures, test scripts, and associated documentation.
- Challenge incomplete or inadequate commissioning submissions and drive corrective action.
- Establish clear ownership and accountability for commissioning activities and outstanding issues.
- Escalate critical commissioning, programme, technical, or operational risks to senior project leadership.

5. Quality, Risk & Compliance

- Identify and manage commissioning-related risks throughout the project lifecycle.
- Monitor commissioning activities against approved project requirements, specifications, standards, and procedures.
- Review technical documentation and commissioning submissions for compliance with project requirements.
- Ensure testing and commissioning activities are undertaken in accordance with approved procedures and applicable Canadian codes and standards.




- Maintain commissioning risk registers and action trackers.
- Identify potential system failures, interface risks, testing constraints, and operational issues before they impact project delivery.
- Ensure commissioning defects and test failures are appropriately documented, investigated, and closed.
- Support quality assurance and quality control activities associated with systems completion and commissioning.
- Ensure commissioning records provide a clear audit trail of testing, results, approvals, and outstanding actions.

6. Reporting, Documentation & Close-Out

- Prepare regular commissioning progress reports, dashboards, trackers, and executive-level updates.
- Monitor commissioning milestones, system completion status, testing progress, outstanding defects, and critical actions.
- Maintain commissioning trackers and systems completion databases.
- Review and maintain commissioning documentation throughout project delivery.
- Ensure test results, inspection records, certificates, checklists, and commissioning records are accurately captured.
- Coordinate the review and close-out of commissioning documentation.
- Support the completion of O&M; manuals, as-built documentation, training records, testing certificates, and operational procedures.
- Maintain accurate records of commissioning decisions, technical issues, test failures, corrective actions, and approvals.
- Provide clear reporting to senior project leadership and client representatives on commissioning readiness and project risks.

7. Project Integration & Continuous Improvement

- Work collaboratively with Project Management, Construction, MEP, CSA, Design, BIM, Quality, Scheduling, Project Controls, Commercial, and Operations teams.
- Ensure commissioning activities are fully integrated into the wider project delivery programme.
- Identify commissioning requirements early and ensure they are incorporated into design, procurement, construction, and project planning.
- Support design reviews to ensure systems are designed with commissioning, maintainability, operability, and resilience in mind.
- Coordinate commissioning requirements with procurement and equipment delivery schedules.
- Identify opportunities to improve commissioning processes, testing methodologies, and project delivery outcomes.
- Promote industry best practice across commissioning and operational readiness.
- Foster a proactive, technically rigorous, and solutions-focused commissioning workplace.

Qualifications:

- Degree or equivalent qualification in Mechanical Engineering, Electrical Engineering, Building Services Engineering, Construction Management, or a related discipline.
- Strong technical understanding of Mechanical and Electrical building systems.
- Strong understanding of commissioning methodologies and systems completion processes.
- Detailed understanding of mission critical infrastructure and system integration.
- Strong understanding of testing, commissioning, functional performance testing, and Integrated Systems Testing.
- Excellent leadership, communication, organisational, and stakeholder management skills.
- Strong technical documentation and reporting capability.
- Knowledge of applicable Canadian construction codes, standards, and regulatory requirements.
- Professional engineering designation or equivalent professional accreditation is advantageous.
- Commissioning-specific qualifications or industry certifications are advantageous.
