Reporting to the Superintendent in charge of Administration, the Culture and Support Manager is responsible for the development and implementation of evidence-based wellness initiatives and programs for Halifax Regional Police (HRP). The Culture and Support Manager is responsible for playing a crucial role in shaping the working setting, fostering a positive atmosphere, and defining HRP’s cultural values and behaviors. The Culture and Support Manager will be responsible for developing programs and initiatives that translate our culture into tangible practices and foster a high-performance environment.
The Culture and Support Manager will provide key support to the Superintendent i/c of Administration developing, implementing, and evaluating wellness strategies that contribute to a productive and sustainable organizational culture. This position is instrumental in overseeing all facets of wellness management, including Wellness, Reintegration Coordinator and Employee and Family Assistance (EFAP) and volunteers along with business and strategic initiatives such as the safeguarding program and early intervention program. The wellness, engagement, and retention of employees is a priority for HRP.
The healthier and more engaged our workforce, the better it is for the individual employee, and the better positioned HRP is to deliver optimal service to the public and our partners.
DUTIES AND RESPONSIBILITIES:
- Lead the development and execution of wellness programs, cultural initiatives, and support services aligned with HRP's strategic priorities.
- Lead and provide strategic direction to a team focused on organizational wellness and culture, ensuring alignment with HRP’s overall goals for employee wellness and engagement.
- Oversee and support wellness management functions including:
- Wellness programming
- Reintegration Program and Volunteer coordination
- Employee and Family Assistance Program (EFAP) and Volunteer coordination
- Support the implementation of key strategic initiatives such as the Safeguarding Program and Early Intervention Program.
- Collaborate with leadership to define and embed organizational values and behaviors that promote a positive, inclusive, and productive work environment.
- Work closely with the Superintendent – Administration to develop and evaluate organizational wellness strategies.
- Creating and maintaining an open line of communication to foster a sense of community and belonging among employees.
- Liaise with Manager, Employee Wellbeing to align HRM policies and strategies around wellness and psychological safety.
- Provides leadership in the maintenance of a positive working environment and staff morale.
- Develops and maintains a balanced approach to performance management by assessing the quality, accuracy and productivity of the staff.
- Develops staff through delegation, coaching, mentoring and training by arranging formal training, work assignments and other experiences.
- Optimizes team performance through positive team building.
- Makes effective decisions and applies corrective action, discipline as required.
- Accountable for staff awareness and adherence to corporate policies (e.g. Respectful Workplace, Occupational Health & Safety, etc.).
- Working with management and HR to integrate cultural and wellness values into all areas of the organization.
- Foster a culture of continuous improvement and innovation in wellness and support services.
- Champion a proactive approach to employee health, engagement, and resilience.
- May perform other related duties as assigned.
QUALIFICATIONS Education & Experience
- Completion of Undergraduate degree in Health education/promotion or Health related field such as Occupational Therapy.
- Minimum 3 years’ experience in progressive leadership roles involved in planning and delivering comprehensive wellness strategies within a complex, service model throughout several locations with multiple partners and stakeholders.
- Progressive experience in development and implementation of wellness programs/initiatives
- Related experience working in a unionized environment.
- Knowledge of first responders in a health-related capacity an advantage.
- Ability to build engagement among peers and business leaders to support new strategies and change management.
- Experience working with diversity of staff and stakeholders, with knowledge of cultural competence, diversity and social inclusion.
Security Clearance Requirements: Before an offer is made the top candidate will be required to complete the background & security clearance process. You will be given a security & background booklet to complete and return to Human Resources.

WORK STATUS: Permanent, Full-time.
HOURS OF WORK: Hours of work are Monday – Friday, 8:30 a.m. – 4:30 p.m., Flex options to work outside of these hours and hybrid may be available.
SALARY: Non-Union Level 8, $90,466 - $117,079. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
WORK LOCATION: 1975 Gottingen St., Halifax Nova Scotia, B3J 2H1. Work location can be changed according to operational requirements.
