This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework. The Eligibility Appeals Supervisor will provide strategic leadership and operational oversight within the Eligibility Appeals Unit (EAU), a high-volume, high-impact unit responsible for representing the Department of Human Services (DHS) in state fair hearing appeals related to Medical Assistance (MA) and MinnesotaCare eligibility. This position leads a multidisciplinary team responsible for all aspects of eligibility appeals, including intake, case review, agency responses, quality assurance, process improvement, stakeholder collaboration, and implementation of hearing decisions. The supervisor ensures appeal responses and operations are timely, accurate, equitable, legally sound, and responsive to the changing health care eligibility environment.
The incumbent will provide ongoing direction and oversight to ensure the team’s appeal response strategies remain effective, consistent, and responsive as policies, procedures, appeal trends, and agency needs evolve.
This Position Provides Strategic Direction By
- Overseeing team preparations for federal and state eligibility policy changes that affect appeal response.
- Adjusting staffing and workflows to meet changing appeal volumes and business needs.
- Developing and maintaining efficient work processes, procedures, training, and quality assurance.
- Collaborating with internal and external partners to support effective appeals operations.
- Leading continuous improvement initiatives to increase timeliness, accuracy, and operational effectiveness.
- Supporting technology and system improvements related to eligibility and appeals operations.

Minimum Qualifications
Demonstrated leadership experience*
- Leadership experience can include:
- Experience as a supervisor,
lead worker, team lead, project lead;
- Completion of a State of Minnesota leadership program (e.g. ELI, L4);
- A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
- 1+ year of experience identifying issues, goals and strategic actions
- 100+ hours per year time commitment
AND Three (3) years of qualified work experience with health care programs demonstrating the following:
- Experience in managing team members and engaging in performance management-based conversations.
- Advanced knowledge of Medical Assistance, MinnesotaCare, or other public health care eligibility programs, including applicable eligibility policies and procedures.
- Experience analyzing issues and making sound decisions based on policy, data, and available information.
- Bachelor’s degree in health care administration, human services or related field may substitute for 1 year of professional experience OR Master’s degree in health care administration, human services or related field may substitute for 2 years of professional experience.
Preferred Qualifications
- Experience supervising or leading staff in a high-volume human services, health care eligibility, appeals, or similar operational environment.
- Experience communicating complex information clearly and effectively, both verbally and in writing.
- Current experience with Medical Assistance and MinnesotaCare eligibility policy, including use of the Minnesota Eligibility Technology System (METS).
- Broad knowledge of state fair hearing statutes, administrative hearing processes, and administrative law principles.
- Experience with managing conflict effectively.
- Ability to operate within ambiguous situations.
- Ability to identify internal and external pressures/roadblocks that impact or may impact the work of the agency and navigate them effectively.
- Experience identifying project challenges and modifying or adjusting course to meet objectives.
- Variety of experiences working effectively with others from different backgrounds and cultures.
