We are seeking an experienced Senior Middleware Specialist to provide strategic and technical leadership for the migration of multiple mission-critical enterprise applications from on-premises infrastructure to Amazon Web Services (AWS). The consultant will support the migration and modernization of a complex application portfolio that includes Merative Cúram, Oracle Siebel, Oracle e-Business Suite, IBM Business Automation Workflow (BAW), Informatica, Cognos, WebSphere, WebLogic, Oracle databases, and related shared services. The engagement will focus on a phased "migrate first, modernize second" approach, involving: Application and database migration to AWS Oracle Database upgrades (19c to 26ai) Infrastructure modernization Security and identity integration Migration planning and execution Future-state containerization and deployment to Amazon EKS

Key Responsibilities Migration Strategy and Architecture Assess and validate migration approaches for the mission-critical applications, and related systems. Develop detailed AWS migration strategies, roadmaps, and migration waves. Produce target-state cloud architecture designs and transition plans. Validate application, infrastructure, integration, and database dependencies.

Design and review AWS architecture including VPCs, EC2s, EBS, S3, Route 53, Load Balancers, Transit Gateway, Network segmentation, Security Groups, IAM, CloudWatch, Backup and Disaster Recovery Ensure alignment with government security, compliance, and operational standards.

Application Migration Provide guidance and implementation support for migration of Merative Cúram applications, Oracle Siebel CRM, Oracle e-Business Suite,



IBM Business Automation Workflow (BAW), WebSphere Application Server, WebLogic, Cognos Analytics, Informatica, Shared services and integration platforms.

Containerization and Cloud Modernization Support future modernization initiatives including Java upgrades to Java 21, Migration from traditional WebSphere to WebSphere Liberty, Kubernetes architecture and implementation, Amazon EKS deployment strategy, CI/CD automation and DevOps practices, Infrastructure as Code (IaC).

Security and Identity Review cloud security architecture. Design IAM and access management strategies. Integrate enterprise identity and SSO services. Support secure connectivity between AWS and on-premises environments. Assess compliance, audit, and operational controls.

Migration Governance Produce architecture decisions and technical documentation. Identify and manage migration risks and mitigation plans. Facilitate architecture reviews and technical workshops. Mentor internal teams and transfer knowledge. Support procurement, project planning, and executive reporting.

Skills Experience and Skill Set Requirements General Skills:

Hands-on experience with AWS or other cloud provider platforms migrating, deploying and managing cloud-native applications and services





Experience with DevOps tools such as CodePipeline, CDK/CloudFormation, Kiro, CloudWatch, Jenkins, GitHub Actions, GitLab CI, Azure DevOps, or others

Experience with web and applications tier servers

Experience in middleware software installation, configuration, tuning, system optimization and administration, as well as experience with application development

Experience with middleware and gateways

Experience on application monitoring and support

Experience Building and maintaining automated pipelines for build, test, and deployment

Experience building and deploying containers and workload orchestration platform

Experience with development framework/technologies

Experience with change management and release management as processes supporting the implementation of large applications

Experience with incident and problem management processes

Experience in structured methodologies for the design, development, implementation and maintenance of applications

Experience producing design artefacts, code, configurations, scripts, and test cases

Ability to analyze the results from functional, security, load-and-stress testing and resolve reported issues

Ability to analyze and solve data integrity, security, configuration and recovery issues

Assess and test Change Requests (CRQ) with technical content and updating as necessary

Ability to participate in release promotions/implementations A team player with a track record for meeting deadlines

Desirable Skills Desirable Skills: Knowledge of GO-PKI Security or similar public/private key Infrastructure Experience conducting syste
