Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

The Rapid Transit Analysis team is seeking a Senior Advisor, Rapid Transit Analysis for an 18-month contract role who will carry out comprehensive technical analysis to develop strategic plans in support of corporate Metrolinx long-range transportation planning objectives.

What will I be doing?

- Manages and conducts technical analysis and research that provides critical inputs to the transportation systems and planning, project appraisal, infrastructure delivery, and strategic business decisions that support capital project delivery, corporate planning, and the assessment of transportation infrastructure, transit service, and other initiatives that support the mandate and objectives of the organization.
- Manages the quality, accuracy, and integrity of analysis together with the timely delivery of end products to internal and external clients.
- Provides input and advice to business unit staff, management, and internal clients on quantitative data analysis and modelling that examines growth, transit ridership, land use, and business case benefits,
- Evaluates the economic and financial benefits of transit projects, stations, initiatives, etc, including evaluation of perks-cost ratios, travel time benefits, decongestion benefits, discounted and undiscounted costs in line with established business case methodologies
- Applies computer-based analytical tools (e.g. travel demand models, Geographic Information Systems (GIS), statistical models, spreadsheets, and/or databases) to support:
- Evidence-based assessment and analysis of transportation planning projects
- Conducting of geospatial analysis and development of maps, charts, infographics and other visuals for internal and senior level audiences

- Reviews internal/external transportation studies, land use reports,



and planning processes, assesses the validity of findings, and provides modelling and analysis related comments and advice/information.
- Maintains an awareness of the latest “Best Practice” methodologies for planning analysis, forecasting, and data visualization and assesses the appropriateness of their application within the team.
- Develop summary findings for senior staff and management by gathering and organizing data and results in a clear, concise, and visually appealing manner.
- Gathers / prepares data, identifies implications, and makes recommendations.

What Skills and Qualifications Do I Need?

- Successful completion of a University Degree in Engineering or Planning (or related) or an advanced/specialist technical certification, requiring an equivalent number of years of post-secondary education.
- Proven analytical skills with practical experience in transportation planning technical analyses, benchmarking studies, best practice reviews, to enable best in class technical analysis
- Practical experience with transportation demand modelling software (e.g. EMME, TransCAD, VISUM), GIS software (e.g. ArcGIS), statistical analysis software (e.g. STATA, SAS, R), Graphic Design Tools (Adobe Illustrator or InDesign, PowerPoint, D3, Tableau) and/or computer programming languages (e.g. Python) is a significant asset
- Practical experience communicating complex technical topics and data in an understandable and visually appealing manner through the use of data visualization, cartography, or graphics design tools is an asset
- Knowledge of theory, principles, research methodologies, and practices of transportation modelling, transportation planning, and policy analysis is an asset.
- Knowledge of theory, principles, and practices of transportation economics is an asset
- Excellent interpersonal and oral/written/presentation communication skills to develop and deliver compelling briefing, communication and presentation materials for a wide range of audiences.
