Responsibilities

PRIMARY PURPOSE

As a Senior Human Resources (HR) Business Partner, provides strategic consultation, advice and coaching to business leaders and employees in designated groups across the company. Serves as the lead HR Business Partner on complex organizational, workforce and people-related matters to support the achievement of BCRTC’s business objectives.

In addition, the role serves as BCRTC’s lead for embedding and continuously improving people-management and HR practices across leadership groups. Acting as the bridge between formal leadership development programs and workplace application, the role ensures leaders consistently apply effective practices related to performance management, employee development, talent planning, employee engagement and change leadership.

The role partners closely with leaders, HR colleagues, and Training & Development to strengthen leadership capability, organizational effectiveness and business performance.

KEY ACCOUNTABILITIES

Develops and maintains effective partnerships with designated business leaders, serving as a strategic HR partner, and trusted advisor to proactively support business objectives, organizational effectiveness and positive employee experience.

Applies HR expertise and a deep knowledge of the business to provide strategic guidance and advice on all aspects of human resources including employee relations, talent acquisition & workforce planning, organizational design, change management, performance management, compensation, employee engagement, resource planning, learning and career development, and succession planning. Collaborates with specialist expertise across all Human Resource disciplines across the enterprise to deliver effective HR solutions.

Provides business input and supports specialist teams across the HR Services Department on the development of new people initiatives. Supports and champions the implementation and execution of various People programs and related value-added processes that support business goals and objectives.

Provides consultation on policy interpretation, employment standards and other regulatory requirements,



ensuring proper implementation of HR practices and initiatives within the context of the policy and legislative framework.

Leads the development, implementation and continuous improvement of HR tools, frameworks, procedures, workflows, resource guides and supporting materials that promote consistent people-management practices and support organizational effectiveness across BCRTC.

Maintains awareness of HR trends and best practices to ensure People solutions remain effective, relevant and aligned with BCRTC’s needs.

Contributes to the development of BCRTC’s people strategy through the assessment of existing programs and processes and metrics/data to proactively contribute to the development of People solutions. Reviews and interprets workforce analytics, metrics, and insights provided by the Senior HR Data Analyst, translating findings into practical recommendations and action plans to inform workforce planning, talent, and organizational decisions.

Collaborates with the Manager, HR Operations in the development of Human Resources strategies and participates in departmental initiatives, leading designated projects, policies and processes improvements as assigned.

Provides coaching, mentorship and functional guidance to HR Business Partners and other HR Services staff, promoting consistency and excellence in business partnering and HR practices across the organization.

Acts as senior advisor and escalation resource for complex or sensitive HR matters.

Leads cross-functional HR initiatives and working groups.

Serves as BCRTC's lead resource for leadership and people-management practices. Partners with Training & Development to ensure leadership programs translate into practical workplace application and sustained behavioural change. Develops resources, tools, and reinforcement strategies, and facilitates leadership learning sessions, workshops and discussions that strengthen leader capability and support the consistent application of HR and leadership practices.

Acts as designate for the Manager, HR Operations during periods of absence, providing leadership oversight, guidance and decision support within established authorities

Qualifications

EDUCATION & EXPERIENCES:

The requirements for this job are acquired through a degree in human resources or a related discipline, and six (6) years of related experience as an Advisor, Business Partner or Consultant/Specialist. A professional designation (CPHR) is preferred or an equivalent combination of education and experience.

OTHER REQUIREMENTS

Advanced knowledge of the concepts, principles, and practices pertaining to the human resources field.

Advanced knowledge of the relevant policies, labour law, employment standards and other regulatory requirements as well as the provisions of the collective agreement.

Experience providing facilitation, coaching, and advisory support to leaders, including the design and delivery of leadership, people-management, or organizational effectiveness initiatives.





Advanced relationship-building skills with ability to develop critical partnerships with leaders and employees, and ability to collaborate effectively with colleagues in a multi-disciplinary context.

Advanced interpersonal and communications skills to provide general HR consultation, advice and coaching to business leaders and employees.

Advanced analytical, and problem-solving skills, demonstrating resiliency and agility in problem-solving and the ability to influence and promote new ideas and processes and deliver trusted and value-added advice to leaders.

Solid business acumen with ability to develop a deep understanding of business functions, strategies and objectives.

Solid project and change management skills to manage multi-disciplinary initiatives and facilitate implementation and related change.

Solid planning skills to develop People plans and strategies in alignment to business objectives.

Solid organizational and time management skills to effectively deliver HR expertise and services to diverse clients.

Proficiency using MS Office applications with an emphasis on Word, Excel, PowerPoint and Outlook and HR Information Systems (HRIS).

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Rate of Pay The salary for this position ranges from $91,840 - $137,760 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
