The candidate will be responsible for leading the implementation of the business development vision and strategic objectives to ensure alignment with YLW’s overall strategic plan.
The candidate will be responsible for developing and implementing specific business opportunity strategies and procedures to drive aeronautical and non-aeronautical revenues across all lines of business.
The candidate will be responsible for overseeing adaptation to changing market situations and managing business strategy to respond to market conditions and potential challenges.
The candidate will be responsible for leading engagement with external stakeholders and airport partners, ensuring YLW is positioned as a key regional economic driver.
The candidate will be responsible for leading the development of the commercial development vision and strategic objectives to enable YLW to achieve goals related to revenue generation, operational excellence, and innovation.
The candidate will be responsible for leading and developing commercial leasing opportunities, food and beverage and concession contracts, advertising and sponsorship, and community engagement opportunities.
The candidate will be responsible for discovering, developing, and negotiating real estate, property management, and commercial land development opportunities at YLW.
The candidate will be responsible for overseeing business development and commercial development branding programs, including sponsorships and advertisements, and proactively positioning and promoting YLW as the region’s key economic driver.
The candidate will be responsible for leading and coordinating the development of the department’s communication and marketing materials, including making recommendations and approving marketing and communications content.
The candidate will be responsible for overseeing community events, travel shows, and activations that enhance YLW’s brand and reputation within the local community.
The candidate will be responsible for leading the development of new opportunities to build community awareness.
The candidate will be responsible for identifying, building, and maintaining relationships with key internal and external stakeholders.
The candidate will be responsible for establishing and maintaining a network of qualified peers and recommending new and innovative approaches that enhance service delivery and performance.
The candidate will be responsible for collecting and interpreting information and data related to Airport business development, commercial development, community engagement,



and brand management for analysis, reporting, and planning.
The candidate must build and maintain partnerships with business groups, industry associations, government agencies, and Indigenous communities to support meaningful engagement.
The candidate will be responsible for overseeing the design, implementation, and execution of the annual Business Development Plan, Marketing Plan, and Commercial Development Plan.
The candidate will be responsible for leading the development and implementation of initiatives to support YLW’s strategies, goals, targets, and opportunities for revenue growth.
The candidate will be responsible for representing YLW at business, economic development, and tourism functions and events.
The candidate will be responsible for overseeing a multidisciplinary team of contractors and consultants to ensure the achievement of strategic goals and objectives.
The candidate will be responsible for leading, directing, supervising, developing, and mentoring employees, managing performance and employee development, and making hiring, discipline, and dismissal recommendations.
The candidate may perform additional duties as required.
Job Requirements The candidate must hold a Bachelor’s degree in business administration, commerce, marketing, or a related field, or an equivalent combination of education and experience.
The candidate must have a minimum of 8 years of experience in airport commercial development, business development, economic development, or a related field.
The candidate must have at least 5 years of supervisory or management experience in a complex or unionized environment.
The candidate must have experience in negotiating and managing leases, contracts, concessions, and public-private partnerships.
The candidate must demonstrate experience in strategic planning and commercial program development.
The candidate must hold or be eligible for Building Owners and Managers Institute (BOMI) certification.
The candidate must be able to obtain an Accredited Airport Executive (AAE) designation or AMPAP certification within 3 years.
A Master’s degree in a relevant discipline is considered an asset for the candidate.
Project Management Professional (PMP) certification or an equivalent project management credential is considered an asset.
Experience with airline network planning or scheduling is considered an asset.
Understanding of Canadian aviation regulations and airport governance is considered an asset.
Experience collaborating with tourism and economic development organizations is considered an asset.
The candidate must have knowledge of airport commercial operations, land use planning, and non-aeronautical revenue streams.
The candidate must have knowledge of aviation industry trends, airport governance,



and regulatory frameworks including Transport Canada, NAV CANADA, and Canadian Aviation Regulations.
The candidate must demonstrate understandingof municipal, provincial, and federal legislation affecting airport business development and land use.
The candidate must be familiar with Airport and City of Kelowna values and support an ethical, respectful, and inclusive workplace culture that champions equity, diversity, and inclusion.
The candidate must have strong financial and analytical skills, including budgeting, forecasting, and revenue modeling.
The candidate must be skilled in stakeholder engagement, with the ability to balance commercial priorities and public interest.
The candidate must be able to develop and maintain positive and effective working relationships with employees and a wide network of internal and external stakeholders.
The candidate must have excellent written and verbal communication skills, including experience preparing reports and delivering executive-level presentations.
The candidate must have advanced project management skills, including the ability to lead cross-functional teams and deliver on time and within budget.
The candidate must have strong leadership skills and the ability to manage performance, provide coaching, training and development, motivation, and corrective action when necessary.
The candidate must be able to adapt to changing priorities, multi-task in a fast-paced work environment, and meet tight deadlines.
The candidate must be proficient in Microsoft Office (Excel, PowerPoint, Word), CRM tools, and business analytics platforms.
The candidate must have high attention to detail and the ability to analyze complex data for informed decision-making.
The candidate must be able to work independently with sound judgment in a fast-paced, politically sensitive, and evolving environment.
The candidate must have cultural and market awareness to inform commercial offerings and support air service growth.
The candidate must have a high level of integrity and ethical conduct, with a commitment to maintaining the highest standards of safety and compliance, and the ability to maintain confidentiality on sensitive matters.
The candidate must be able to maintain confidentiality and deal tactfully and effectively with elected officials, staff, management, media, and members of the public.
Work conditions The candidate must be eligible to work in Canada.
The candidate must be willing to work flexible hours, including evenings, weekends, and holidays when required.
The candidate must be willing to travel regionally, nationally, and occasionally internationally.
Security and Safety The candidate must obtain and maintain Transportation Security Clearance from Transport Canada as a condition of employment.
