Position Overview The Ministry of Public and Business Service Delivery and Procurement is seeking a Senior Business Analyst to provide comprehensive I⁢ business analysis services across complex business and technology initiatives.

The successful candidate will have strong experience in requirements elicitation and analysis, stakeholder engagement, workshops, JAD sessions, business process modeling, business process re-engineering, business cases, feasibility studies, and requirements documentation.

The role requires the ability to work effectively with both technical and non-technical stakeholders and to develop clear current-state (As-Is) and future-state (To-Be) process models, business requirements, use cases, business rules, and process/data flow models.

Key Responsibilities

Business Analysis &

Requirements Management

- Lead and conduct business analysis activities to assess client business problems and opportunities.
- Elicit, analyze, document, and validate business and system requirements.
- Engage with business stakeholders and Subject Matter Experts (SMEs) to understand business needs and requirements.
- Develop clear and comprehensive business requirements documentation to support the identification of appropriate I⁢ solutions.
- Develop sound requirements-gathering processes, including stakeholder interviews, workshops, JAD sessions, mockups, and related techniques.
- Document business processes, business rules, use cases, user stories, and acceptance criteria.
- Identify business needs, process gaps, risks, opportunities, and improvement areas.

Business Process Modeling &
- Re-Engineering

- Develop current-state (As-Is) and future-state (To-Be) process models.
- Conduct business process mapping, workflow analysis, and business functional modeling.
- Apply re-engineering concepts to identify alternative and cost-effective approaches to service delivery.
- Support business process re-engineering, transformation, and modernization initiatives.
- Conduct business modeling, use case modeling, conceptual and logical data modeling, and process/data flow modeling.
- Define business rules and non-functional requirements for assigned projects.

Strategy, Business Cases &
- Feasibility

- Develop strategies for business and I⁢ initiatives.
- Prepare business cases and cost-benefit analyses.
- Conduct feasibility studies for business and I⁢ initiatives.
- Translate business and data requirements into specifications suitable for designing appropriate technology solutions.
- Identify and communicate risks, issues, dependencies, impacts, and potential mitigation strategies.

Project &
- Stakeholder Management

- Conduct stakeholder engagement activities across diverse business areas.
- Facilitate stakeholder interviews, workshops, JAD sessions, and requirements-gathering activities.
- Monitor progress,



resolve issues, and provide regular updates to I⁢ management and stakeholders.
- Build consensus and effectively manage stakeholder expectations.
- Prepare presentations, briefing notes, reports, recommendations, and other business documentation.
- Work effectively with technical and non-technical stakeholders.
- Manage competing priorities while maintaining quality and meeting deadlines.

Methodology &
- Governance

- Conduct business analysis at varying levels of detail based on project requirements and project phases.
- Align business analysis activities with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies.
- Support structured, object-oriented, Agile, Waterfall, and hybrid delivery methodologies.
- Prepare and advise on business analysis policies, processes, best practices, and standards.
- Develop performance measures and traceability matrices to evaluate business analysis activities and conduct subsequent follow-up.
- Maintain awareness of emerging I⁢ trends and technologies.

Required Skills &

- Experience

Functional Skills – 35%

- Experience eliciting, analyzing, documenting, and validating business and system requirements.
- Experience facilitating stakeholder interviews, workshops, JAD sessions, and requirements-gathering activities.
- Experience documenting business processes, business rules, use cases, user stories, and acceptance criteria.

Technical Skills – 25%
- Proficiency with Microsoft Office Suite, Visio, Azure DevOps, Jira, or equivalent tools.
- Experience working in Agile, Scrum, Waterfall, or Hybrid delivery environments.
- Experience creating process maps, workflow diagrams, business models, and related documentation.
- Experience using Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope.
- Understanding of application development lifecycles, testing, implementation, and change management.
- Knowledge of UX principles, accessibility requirements, and service design methodologies.
- Experience with information retrieval packages.
- Knowledge and understanding of Information Management principles, concepts, policies, and practices.

Communication &
- Stakeholder Management – 35%

- Strong verbal, written,



presentation, and facilitation skills.
- Ability to communicate effectively with both technical and non-technical stakeholders.
- Proven experience building consensus and managing stakeholder expectations.
- Experience preparing business documentation, reports, presentations, briefing materials, and recommendations.

Public Sector Experience – 5%
- Demonstrated experience working with Subject Matter Experts (SMEs), particularly within public sector environments.
- Familiarity with accessibility requirements, including AODA, privacy, and UX design.
- Experience navigating complex organizational structures and approval chains.
- Knowledge and understanding of public-sector business analysis processes and standards.

Desirable Skills &

- Experience with structured, object-oriented, and Agile methodologies for user requirements.
- Experience developing and monitoring performance measures for business analysis evaluation.
- Ability to translate complex business and data requirements into technology solution specifications.
- Experience with business functional modeling, business event modeling, and business process mapping.
- Knowledge and understanding of Information Management principles and practices.
- Knowledge and understanding of Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards.

Candidate Profile The ideal candidate is a Senior Business Analyst with strong requirements-management and stakeholder-engagement experience, particularly in complex enterprise or public-sector environments. Candidates should be comfortable facilitating workshops and JAD sessions, developing As-Is/To-Be process models, documenting requirements, supporting business transformation initiatives, and working across Agile, Waterfall, or Hybrid environments.
