Position Overview The Ministry of Public and Business Service Delivery and Procurement is seeking a Senior Software Developer with extensive experience designing, developing, testing, deploying, and supporting large-scale, multi-client web applications.

The successful candidate will have strong hands-on experience with Java, Oracle/SQL databases, REST APIs/RESTful Web Services, microservice architecture, Azure DevOps, security protocols, and enterprise application development.

Experience with Oracle E-Business Suite, PL/SQL, SQL, XML, Unix shell scripting, Oracle Data Integrator, and ADF will be highly valuable.

The role requires strong analytical and problem-solving abilities, excellent communication skills, and the ability to work effectively with both functional and technical teams in a large-scale environment.

Key Responsibilities

Software Development &

- Application Delivery

- Translate technical system specifications into working, tested applications.
- Develop detailed programming specifications.
- Write and/or generate application code.
- Compile data-driven programs and conduct unit testing.
- Design, develop, code, test, debug, document, deploy, and maintain applications.
- Apply appropriate object-oriented programming practices and design patterns.
- Participate throughout the Software Development Life Cycle (SDLC).
- Develop and maintain large-scale, multi-client web applications.
- Apply modern application design principles to improve extensibility, maintainability, and performance.

Technical Support &
- Troubleshooting

- Resolve and troubleshoot technical problems arising during the use and operation of software applications and packages.
- Provide technical assistance during implementation, conversion, migration, and deployment activities.
- Provide post-implementation technical support and resolve technical issues.
- Review, analyze, modify, test, and debug product installation scripts.
- Participate in application deployment and troubleshooting activities.

Architecture, APIs &
- Security

- Design and develop REST APIs and RESTful Web Services.
- Apply microservice architecture principles to enhance product extensibility and maintainability.
- Work with security gateways and protocols, including JWT, OAuth 2.0, and SSL Certificates.
- Work with middleware, gateways, communications protocols, and Internet-ready applications.
- Apply object-oriented coding practices, clean-code principles, refactoring techniques, and design patterns.

Database &
- Enterprise Application Development

- Work with relational and hierarchical database technologies.
- Develop and maintain applications using Oracle and/or SQL databases.
- Use query languages and information retrieval packages.




- Perform SQL tuning and work with partitioned tables.
- Support data warehouse and ETL methodologies.
- Work with Oracle E-Business Suite application customizations and extensions.
- Conduct impact assessments for Oracle E-Business application customizations and extensions.

Oracle E-Business Suite
- Provide robust technical and business knowledge across Oracle E-Business Suite modules, including:
- General Ledger (GL)
- Accounts Receivable (AR)
- Collections
- Accounts Payable (AP)
- Inventory (INV)
- Foundation (FND)

- Demonstrate knowledge of Oracle E-Business table structures related to GL, AR, Collections, AP, INV, and FND.
- Provide strong conversion experience, particularly with Accounts Receivable Collection modules.
- Work with Oracle PL/SQL, SQL, XML, Unix shell scripts, and Oracle Data Integrator (ODI).
- Apply knowledge of data warehouse, ETL methodologies, and OBIEE.
- Experience with Java and Oracle Application Development Framework (ADF) is considered a solid asset.

Collaboration &

- Collaborate effectively with IT professionals throughout the SDLC.
- Work closely with functional and technical teams.
- Elicit and document information from diverse business-area stakeholders and subject matter experts.
- Participate in design walkthrough sessions with project teams.
- Develop and present new ideas, approaches, and technical solutions.
- Contribute effectively as part of a large development team.
- Support quality assurance activities from a technical perspective.

- 10+ years of experience as a designer and developer of large-scale, multi-client web applications.
- 10+ years of hands-on Java development experience with Oracle or SQL databases.
- 5+ years of hands-on experience with REST APIs and RESTful Web Services.
- Knowledge and experience with microservice architecture and core architecture principles.
- Knowledge and experience developing Internet-ready applications.
- Knowledge and experience with Rapid Application Development (RAD) methodologies.
- Experience using Azure DevOps.
