As our digital ecosystem continues to grow, we are seeking a Director, Digital Platforms & Delivery Excellence to establish and evolve the platforms, practices, and quality standards that enable our development teams to deliver reliable, scalable, and secure solutions across the DIO portfolio.

Job overview:

We are seeking a Director, Internal Digital Platforms & Delivery Excellence to lead the internal shared platforms, quality practices, and delivery capabilities that support software development within the Digital Information Office.

This role is responsible for defining and enabling the standards, quality frameworks, delivery platforms, and development practices used by DIO application teams. Areas of accountability include quality assurance, CI/CD pipelines, internal development platforms, software delivery standards, and API governance.

This role is ideal for a pragmatic, execution-focused leader who can elevate quality, consistency, and delivery performance while building strong partnerships across DIO teams. Success requires having done some or many of the roles listed out. This role is for those that are ready to roll up their sleeves and build something scalable.

Key responsibilities:

Strategy & Roadmap

- Develop and define and create buy-in for engineering strategy, prioritize, and align all goals with overall organizational objectives
- Build a clear 18 – 24-month roadmap accounting for constraints and dependencies, and ability to realign resources and adjust to business events throughout the process
- Champion continuous improvement and operational excellence across the organization’s technology teams

Organization

- Design and evolve team structures, allocate resources, and establish processes that support the long-term success of the people and the department
- Hire, organize, and develop talent, including deliberate investment in career paths and succession

Development Standards & Quality

- Own software development standards and quality practices across the Digital Information Office
- Define, publish, and continuously improve development standards, coding practices, and quality controls used by DIO application teams




- Lead the Quality Assurance function, including test strategy, automation practices, release readiness criteria, and quality governance as a shared capability
- Provide visibility into quality trends and delivery health, enabling informed decision-making across the DIO leadership team
- Define and maintain deployment governance practices, including readiness reviews, quality gates, and release controls

Development Platforms & DevOps

- Set the direction for the CI/CD platform strategy and tooling, ensuring development teams have reliable and effective pathways for building, testing, and deploying applications
- Own management and evolution of DIO development infrastructure, environments, tools, and developer platforms with a focus on reliability, scalability, cost optimization, and developer productivity
- Reduce delivery friction by standardizing and simplifying development workflows and platform capabilities
- Drive adoption of modern software delivery practices and automation across DIO teams

Digital Interfaces & API Governance

- Define and promote an API-first approach for DIO solutions and integrations
- Establish standards for API design, documentation, lifecycle management, security, and versioning
- Ensure API governance practices are embedded into development workflows, quality controls, and delivery pipelines
- Partner closely with API platform and integration teams to align standards, tooling, and implementation approaches
- Foster reusable service and integration patterns that improve interoperability across business systems

Team Leadership & Capability Development

- Lead, mentor, and develop a team of managers and individual contributors across quality assurance, platform engineering, DevOps, and development enablement functions
- Assess organizational capabilities and proactively build skills in software quality, automation, cloud platforms, and delivery practices
- Foster a collaborative, service-oriented culture focused on partnership, enablement, and continuous improvement.
- Build credibility and influence through expertise, collaboration, and measurable outcomes

What makes you a great fit:





- Bachelor's degree in Computer Science, Software Engineering, Information Technology, or a related technical discipline
- Master's degree or MBA considered an asset
- 12+ years of experience in software development and technology leadership roles
- Proven track record establishing software delivery standards, QA practices, and CI/CD capabilities in complex, multi-team environments
- Deep experience with delivery metrics (DORA or equivalent) and using data-driven insights to improve quality and delivery outcomes
- Experience leading platform, DevOps, quality assurance, or technology enablement functions supporting multiple delivery teams
- Strong background in build and release automation, testing strategies, cloud platforms, and developer tooling
- Demonstrated ability to influence outcomes across teams and stakeholders without direct reporting relationships
- Experience in enterprise software, SaaS, or B2B technology organizations
- Strong technical credibility with the ability to engage effectively with both technical and business audiences
- Fluent in French and English, both verbal and written (this role requires interaction with our international collaborators and customers)
