Role description:

Arcadis is seeking a Quality Manager for Engineering Services During Construction (ESDC) on Arcadis projects, for a major transportation infrastructure project in BC.

The Quality Manager will lead the implementation and oversight of the Project Quality Management System and be responsible for all Quality Assurance and Quality Control activities during construction. The role requires extensive experience on large, complex infrastructure projects involving marine works, tunnelling, deep excavations, foundations, structural concrete, and heavy civil construction.

Working within a Progressive Design-Build environment, the Quality Manager will work closely with the Owner, Design-Builder, contractors, suppliers, and regulatory agencies to ensure that construction activities comply with contract requirements, approved designs, applicable codes and standards, and project quality objectives.

The successful candidate will bring a practical understanding of quality management on major construction projects and have experience managing quality risks associated with marine construction, immersed structures, deep excavations, piling, post-tensioned concrete systems, underground works, and large-scale structural concrete construction.

Role accountabilities:

In this role, you will lead the development, implementation, and continuous improvement of the project Quality Management System, including the Arcadis Construction Quality Management Plan (CQMP), quality procedures, inspection processes, audit programs, and reporting systems.

You will oversee all Quality Control activities, including inspection and testing programs, hold points, witness points, material approvals, non-conformance management, corrective actions, and quality surveillance activities.

You will review and verify construction records, test results, inspection reports, submittals, shop drawings, material approvals and certifications, and as-built documentation to ensure compliance with project requirements.

You will provide quality oversight for construction activities including:

- Marine works, dredging, reclamation, shoreline protection, and marine structures.
- Deep excavations, excavation support systems,



shoring, dewatering, and ground improvement works.
- Piling and foundation construction, including driven piles, drilled shafts, and specialty foundation systems.
- Structural concrete works, mass concrete placements, precast concrete elements, and post-tensioned structures.
- Tunnel and underground works, including waterproofing systems and immersed concrete elements.
- Heavy civil infrastructure works associated with transportation and utility corridors.
- General concrete and post tension works

You will lead quality audits of contractors, subcontractors, suppliers, fabrication facilities, testing laboratories, and construction operations to verify compliance with project requirements and applicable standards and you will manage the non-conformance process, including investigation, root-cause analysis, corrective actions, and closeout of NCRs. You will prepare quality performance reports for project leadership and identify trends, risks, and opportunities for improvement and will promote a culture where quality is integrated into planning, execution, and decision-making across all areas of the project.

Qualifications & Experience:

- Minimum 15 years of experience in QA/QC, Quality Management, Construction Management, or Construction Inspection on major infrastructure projects.
- A minimum of Bachelor’s degree in civil engineering or a construction-related field required
- Strong knowledge of construction processes, materials, and methods
- Demonstrated experience managing quality programs for heavy civil, marine, transportation, tunnel, bridge, or underground construction projects.
- Solid working knowledge of quality management systems, inspection and testing programs, audits, NCR management, and corrective action processes.
- Experience with deep excavations, excavation support systems, ground improvement, piling, structural concrete construction, post-tensioning systems, and underground works.
- Experience overseeing quality requirements for marine construction, immersed structures, foundations, temporary works, and large-scale concrete works is considered a strong asset.
- Thorough understanding of construction practices, materials, testing requirements,



and applicable industry standards.
- Experience working in Design-Build, Progressive Design-Build, Alliance, or other collaborative delivery models is preferred.
- Bachelor's degree in Civil Engineering or a related discipline.
- Professional Engineer (P.Eng.) designation is preferred.
- Quality-related certifications such as CCQM, CMQ/OE, ISO Lead Auditor, or equivalent are considered an asset.

Preferred Experience Candidates with direct experience on one or more of the following project types will be highly regarded:

- Immersed tunnel projects
- Major roads and bridge or transportation projects
- Marine terminals, ports, jetties, and waterfront infrastructure
- Dredging and land reclamation works
- Deep excavation and underground structures
- Large foundation and piling programs
- Post-tensioned concrete structures
- Major Design-Build infrastructure projects

The salary range for this position is $133,000 - $159,000.. The base salary represents Arcadis’ hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role.
