POSITION SUMMARY:

The Senior Human Resources Director (SHRD) leads the Human Resources function for Tsuut’ina Nation’s government administration, serving approximately 760 employees across nine portfolios. The SHRD reports to the Chief Executive Officer (CEO) and works closely with the Head Chief and Minor Chiefs (HCMC). The SHRD sets HR strategy, holds the Nation’s HR policy framework, and builds a workforce that reflects and serves Tsuut’ina citizens.

The SHRD is accountable for HR strategy and service delivery, total rewards, employee relations, workforce development, and health and safety. This is a senior advisory and stewardship role. The SHRD owns the integrity of HR processes across the Nation.

DUTIES AND RESPONSIBILITIES:

- Strategic Human Resources Leadership; develops and delivers a multi-year HR strategic plan aligned with the Nation’s goals, governance structure and community values, with measurable outcomes reported annually. Advises the CEO, Executive Directors, and HCMC on workforce priorities during strategic and budget planning cycles. Provides workforce planning analysis related to establishment, vacancy, turnover, retirement and capability gaps to inform organizational decisions. Reports HR performance to Senior Management monthly against an agreed dashboard.
- Policy, Governance and Compliance; holds and maintains the Human Resources Policy and Procedure Manual, identifies gaps, and advances amendments through the appropriate legislative process with HCMC and Senior Management input. Ensures HR practices comply with applicable legislation, Nation policy, and funder requirements. Maintains current working knowledge of relevant legislation and administrative policies. Equips managers and employees to understand their rights and obligations under Nation policy and applicable legislation.
- Talent Acquisition and Citizen Employment; oversees recruitment and staffing across the Nation administration, ensuring consistent, defensible practice and adherence to the Aboriginal Employee Preference Policy. Develops internal mobility, advancement pathways, and workforce development opportunities for Tsuut’ina citizens through training partnerships, and targeted development plans. Develops and maintains succession plans for key positions across the Nation,



including within Human Resources and for this role.
- Total Rewards and HR Operations; oversees compensation and benefits design, administration and market positioning, and recommends structural changes to the CEO. Oversees the Nation’s HR information system, including configuration, data integrity, reporting and analytics. Directs the HR budget, and partners with Finance on budgeting, payroll and benefits administration processes.
- Employee Relations and Organizational Culture; provides guidance and resolution support on employee relations, investigations, accommodation, performance management and conflict resolution. Coaches managers through complex people situations, to build their capacity and accountability. Leads employee engagement measurement and organizational responses, as well as inclusive and culturally relevant recognition and appreciation practices. Supports managers to mark employee milestones.
- Health, Safety and Wellness; oversees the administration’s occupational health and safety program, including compliance, incident management and the annual work plan. Leads workforce wellness, disability management and return to work initiatives.
- Team Leadership, Culture and Language; leads, coaches and develops the team, strengthening HR competency and professional practice. Models Tsuut’ina values and builds Human Resources as a trusted function across the organization and the community. Recognizes and respects the culture, identity, traditions, language and institutions of Tsuut’ina, and ensures they are reflected in HR programs and services. Participates in community celebrations, events and information sessions.

QUALIFICATIONS AND SKILLS:

Desired Education, Knowledge, and Experience:

- Post-secondary degree in Human Resources, Business Administration, Indigenous Studies, or a related field; CHRP or CIHRP designation is an asset.
- Ten (10) or more years of progressive Human Resources experience, including at least five (5) years leading an HR function or department, preferably within a complex or enterprise-level organization.
- Demonstrated experience in organizational change, workforce planning, HR transformation, and enterprise-level HR strategy, including experience implementing or administering an HR information system.




- In-depth knowledge of employment legislation applicable to First Nations employers and Indigenous employment rights on reserve, with experience working within a First Nations, Métis, or Inuit organization or community considered an asset.
- Demonstrated experience advising senior executives and elected or appointed governance bodies on workforce matters, as well as managing employee relations and workplace investigations with sound judgment, confidentiality, and awareness of conflicts of interest.
- Ability to speak Tsuut’ina or another Indigenous language is an asset.

General Employment Requirements:

- Valid Alberta Driver’s License, reliable transportation and proof of vehicle insurance.
- Criminal Record Check, and Vulnerable Sector Check, satisfactory to the Nation.
- Occasional work outside standard hours for Council meetings, community events and urgent matters.
- Working knowledge of Microsoft 365 (Word, Excel, PowerPoint, Outlook, Teams).
