As a Project Manager/ Estimator, you are responsible for the preparation of costs estimates and tender package submissions to acquire current civil construction projects and then will oversee and manage these projects. Your ability to interact professionally and respectfully is integral to this role. Representing the owner/client interests when liaising with the construction department. Using job estimate information and contract details to set up project, coordinate all meetings between company representatives and client/owner/engineer, purchases job materials, and manages subcontractors. Monitors all aspects of costing and production, approves monthly progress billings, generates cost-to-complete reports, and provides project schedule updates. Coordinates and completes all duties while promoting and fostering the Regehr company’s culture, core values, and vision.
ESSENTIAL DUTIES & RESPONSIBILITIES These tasks are strictly an outline of essential duties & responsibilities; any other duties may also be assigned when required.
OVERVIEW Estimating
Manage civil construction projects with the support of our management team.
Liaise with clients, consultants, and sub-trades.
Manage project performance to meet schedule, budget, and contract specifications and documents.
Quality, Health, Safety and Environmental programs are managed diligently.
Company Policies and procedures are implemented and adhered to.
Mange multiple projects at the same time while meeting target deadlines
Complete site inspections and attend progress meetings.
Oversee quality control, and environmental plans.
Diligent risk management throughout the project.
Manage resources, cost control, progress estimates, and contract change management.
Provide support for our field teams, as necessary.
Manage the coordination of all closeout documentation (Deficiencies, schedule, As Built etc.)
ESTIMATING Prepare accurate costs estimates and complete tender package submissions for new projects.
Read, interpret, and understand contract drawings and specifications.
Provide technical assistance to the Director of Planning analysis of tender drawings and preparation of quantity take-offs.
Identify costs involved in projects, and solicitation of sub-trade pricing for tenders both in person and on the phone, with follow-up analysis of sub-trade quotes.
Review, along with the assistance of the Director of Planning, updated design drawings and specifications for variances in project budgeting.
Review shop drawings submissions to ensure conformance to project specifications and Subcontractor's scope.
Distribute updated design drawings and specifications to subcontractors,



as they pertain to their trade.
May prepare construction cost budgets from awarded tenders via electronic means.
Professional communication with supervisors and management at site.
Attend Site visits when required.
Prepare progress report.
Purchase Building Materials
PROJECT MANAGEMENT 1. Monthly Reports & Billing Create and manage Project Budget
Improve Revenue
Cost control monitoring
Forecasting for activity cost control
Monitors and critiques cost vs. estimate data on an ongoing basis.
Completes monthly cost-to-complete reports.
Reports to the company controller the job’s forecasted billable revenue, by month
Facilitates all progress billings, ensuring that all items, extras, and change orders are billed out correctly and completely.
Manage all project Procurement, review and approve all project expenditures.

2. Procurement Purchase orders: purchases–or approves purchase of–job materials.
Sets up project subcontractors with scope of work, contract, and purchase orders, as needed, in coordination with estimator and manager of engineering.
Communicates with yard purchaser to maximize use of existing material inventory.

3. Owner/Client Representation and Relations Project Start meeting.
Site Visits
General Reporting
Proactive Risk Management forecasting
Manage as-built drawings, control plans, submittals, transmittals, and RFIs.
Represents the owner/client with respect to contractual obligations, schedule milestone dates, other stakeholders, and standard or job-specific specifications.

4. Working Closely with the Construction Department’s A. Director of Planning Creates and regularly updates a Project Schedule that achieves owner/client milestone dates, within constraints of the Construction Schedule
Ensures timely completion of all required permits and other legal documentation.
Reviews completed project binder to verify accuracy and relevance.
Shares job set-up details at internal pre-construction meeting between the estimator, construction manager, superintendent, and foreman; facilitates job kick-off.
Critiques Construction Department production rates/costs in relation to progress billing, in post-job analyses and as needed, to maximize job profitability.

B. Superintendent interfacing Full cooperation and share control with superintendent effectively.
Communicate all production goals in a timely fashion.
Plan, schedule prioritize and organize,



in conjunction with the Superintendent, all material deliveries, equipment, manpower and subcontractors in a manner that ensures progress is in an efficient and productive manner, with consideration of company’s priorities and customer expectation in all decisions.
Responsibilities: Provide all required IFC drawings, permits, purchase orders, and owner/client communication, as needed, to support efficient operational planning.
Reviews construction methods in relation to design & contractual details, thereby ensuring compliance with specifications & commitments, while minimizing rework
Initiates contracts change management, and clearly communicates the scope of any and all extra work on an ongoing basis.
Schedules purchasing/delivery of job materials with supervisors, based on construction schedule.
Schedules on-site construction meetings between engineer, contractor

REQUIRED CERTIFICATES / QUALIFICATIONS: Certificate or degree in civil Engineering or some form of construction management (PMP Designation)
AutoCAD, 3D, Bluebeam
Ability to estimate the quantifiable characteristics of products, events, or information.
project management skills (i.e. Negotiation, Budgeting, and scheduling)
Solid computer skills (i.e. spreadsheet, project scheduling software, etc.)
Strong written skills
Leadership skills
Able to respond well and interact with Operations Mangers, (General Superintendent, Accounting, HR Etc.)
Demonstrate a dedicated commitment to Health & Safety and Environmental responsibility.
Minimum 5-10 years ‘experience in construction management
Substantial experience on large scale heavy civil projects (Highways, roads, utilities, bridges etc.) is required.
Possess a class 5 driver’s license.
Heavy Bid considered an asset.
PHYSICAL DEMANDS & WORKING CONDITIONS: Mentally demanding
Able to sit stand and drive for extended periods of time.
Work overtime as required.
PERFORMANCE REVIEW & OTHER COMMENTS: Three (3) month probationary period.
