The candidate will be responsible for providing expert advice, assistance, representation, and educational services to employers and their staff through virtual and in-person methods. The candidate will provide guidance on statutory interpretation, application and administration of the Act, Board policies, regulations, procedures, practices, the WCAT’s Manual of Rules of Practice and Procedure, and Review Division practices to ensure employer rights and responsibilities are maintained and system changes are effectively communicated.
The candidate will be responsible for maintaining the integrity of the appeal system by reviewing and determining whether appeals have merit in accordance with the requirements of the Act.
The candidate will be responsible for supporting employers in managing the risks and impacts associated with workplace illnesses and injuries while encouraging improvements to workplace safety practices.
The candidate will be responsible for representing de-registered employers before the Review Division and the WCAT. The candidate will exercise decision-making authority, act as a respondent when required, and initiate appeals under the authority granted by section 300 of the Act.
The candidate will be responsible for representing the interests of the employer community on significant workers’ compensation system issues through Precedent Panels under section 285 of the Act and in matters identified by the WCAT as significant issues under section 297 of the Act.
The candidate will be responsible for advising and representing employers to influence Board decisions and ensure WorkSafeBC Compensation Services decisions related to claims and rehabilitation issues are properly adjudicated and implemented under the Act.



The candidate will also ensure Assessment Department decisions regarding registrations, classifications, audits, and rates comply with the Act, policies, procedures, and practices, and that occupational health and safety orders, warnings, and penalties are properly applied.
The candidate will be responsible for presenting cases before WorkSafeBC’s Review Division, WCAT, Workers’ Compensation Board Managers, Directors, Vice Presidents, and the Prevention Division Compliance Section. The candidate will prepare written submissions, participate in oral hearings, conduct consultations and investigations, gather evidence, prepare witnesses, and complete technical, medical, and legal research.
The candidate will be responsible for participating in alternate dispute resolution proceedings within WorkSafeBC’s Prevention Division, Review Division, and WCAT, as well as participating in informal dispute resolution discussions at the Board level.
The candidate will maintain relationships with government offices, elected officials, regulatory organizations, labour groups, professional associations, employer associations, and Workers’ Compensation Boards across various jurisdictions to provide information regarding employer concerns and updates to the system.
The candidate will be responsible for working with the Executive Director as a member of the Employers’ Adviser team to develop and implement operational goals, objectives, administrative processes, and educational materials that improve the overall effectiveness of program delivery.
The candidate will be responsible for providing formal feedback and input during staff performance appraisals and may participate in recruitment activities for both bargaining unit and excluded staff positions.
The candidate will be responsible for preparing reports and draft correspondence for the Ministry on specific cases as requested by the Executive Director.




The candidate will be responsible for assuming the duties and responsibilities of the Director, Program Delivery during periods of absence.
The candidate will be responsible for completing other duties and responsibilities as assigned by the Executive Director and/or Director, Program Delivery.

Job Requirements
The candidate must have a university degree in a related discipline, such as law, psychology, human resources, occupational health and safety, or a related field, or an equivalent combination of education, training, and experience, including relevant designations such as CRSP or CPHR.
The candidate must have experience providing advice and assistance related to various legislation, regulations, policies, and procedures.
The candidate must have experience researching, preparing, and presenting written or oral submissions, legal arguments, or related materials before boards, tribunals, commissions, or other regulatory bodies.
The candidate must have experience adjudicating matters and preparing written decisions within an administrative law setting.
The candidate must have experience conducting mediations or representing parties during mediation proceedings.
The candidate must have experience preparing and delivering educational or training materials to groups of 10 or more participants through in-person or virtual formats.
Preference will be given to candidates with experience in occupational health and safety prevention, disability, injury and claims management, insurance assessments, or medical-legal review.
Preference will be given to candidates with experience working within the BC workers’ compensation system.
Preference will be given to candidates who are fluent in a second language.
The candidate must be located in British Columbia at the time of employment.

Work conditions
The candidate must be willing to travel as required to fulfill the responsibilities of the position.
The candidate will have access to flexible work options and may work from home a few days each week after completing training, subject to an approved telework agreement.
