Specialized IT Consultant for Terminology Standards Client: Ontario Health Start Date: 2026-10-19 End Date: 2027-03-31 Department: Digital Excellence in Health Office Location: 525 University Avenue, Toronto Business Days: 110.00 Location: remote but subject to change at manager''s discretion Public Sector Experience: Must Have Must Haves: Minimum 10 years of hands-on experience in mapping and implementing clinical terminologies such as SNOMED CT and LOINC Extensive knowledge and understanding of digital exchange standards such as FHIR, clinical terminologies (e.g., SNOMED-CT, LOINC) Extensive knowledge and understanding of pan-Canadian digital exchange standards and tooling Hands-on experience implementing terminology solutions Description As part of the refreshed digital health and data strategy, the Agency will make a concerted effort to leverage new and existing digital solutions, as part of a clinically-led change program, to make tangible improvements as to how frontline providers work and contribute to bringing joy back to clinical practice.

Required Skills: Minimum 10 years of hands-on experience in mapping and implementing clinical terminologies such as SNOMED CT and LOINC Extensive knowledge and understanding of digital exchange standards such as FHIR, clinical terminologies (e.g., SNOMED-CT, LOINC) Extensive knowledge and understanding of pan-Canadian digital exchange standards and tooling Hands-on experience implementing terminology solutions Healthcare experience within Canada in acute care, primary care and/or community care settings.

Extensive knowledge and understanding of pan-Canadian digital health standards and tooling.

Excellent communication skills both verbal and written, and solid partner engagement skills.

Time management skills, with the ability to manage tight deadlines and prioritize multiple projects. FHIR standards assessment, selection, development, and maintenance processes Research and analysis Communication and collaboration Partner engagement and management Responsibilities: Conduct requirements gathering, develops documentation, including presentations and briefing notes and conduct partner engagement.





Work with different partners and subject matter experts from different backgrounds (clinical, business, and technical).

Interact with the business partners and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business needs and requirements.

Develop, validate and document terminology artifacts Desired Skills: Familiarity with Microsoft Products, with a preference for candidates that have experience with Microsoft based cloud tools (e.g., Microsoft Office 365).

Knowledge of Healthcare Information.

Ability to readily identify, assess and mitigate implementation and adoption issues.

Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills. A team player with a track record for meeting deadlines.

Rated Criteria: 100 Points Extensive knowledge and implementation experience with clinical data, terminology and technical standards such as SNOMED CT/SNOMED CT-CA, LOINC/pCLOCD, HL7 v2, HL7 FHIR. 20 Points Knowledge and experience of the development and implementation of terminology standards (LOINC, and SNOMED CT/SNOMED CT-CA), including use in electronic forms, referrals and other solutions that reduce the use of paper faxing.

Experience with forms design, development, maintenance and harmonization including electronic. 30 Points Knowledge and strong understanding of jurisdictional electronic health record projects, interoperability services and integration with healthcare initiatives within regional healthcare organizations for clinical data repositories, and other associated healthcare information systems in use within a jurisdiction. 20 Points Experience implementing interoperable digital health solutions,



including assessing readiness of existing clinical information systems for collection/submission of standards-based clinical information to the EHR and identifying effective workflow. 10 Points Knowledge and understanding of the standards lifecycle and the digital health standards landscape, and digital health initiatives in other jurisdictions. 10 Points Knowledge of and experience with terminology asset management tools is an asset (e.g., Apelon DTS, Term Works, Ontoserver, Shrimp). 10 Points Deliverables: Forms (eForms) Standardized Referral Forms Data Standards assessments and analysis for harmonization and interoperability Specification Development and/or Maintenance for data standards Data Standards Orientation Walkthrough of Specifications Testing Support from a data standards perspective Consultation and collaboration with other partners (within and external to the Agency) Additional Terms The term of this Engagement Assignment is for 110 Business Days,.

This Engagement is for up to five (5) days per week, subject to the availability of work assignments and scheduled meetings; actual time commitment may be less.

The Engagement Assignment may be extended for unused Business Days at the Agency''s discretion.

The resource will comply with the Agency''s policies and procedures.

The resource will be issued an Agency laptop and is expected to provide at least one additional monitor, an external keyboard and a mouse at their own expense.

In addition, when the resource is working from their home location they must have a private office space and are not permitted to work in an open communal space.

Internet connection must be hard-wired and suitable bandwidth to support the IT requirements of this role.

If these conditions cannot be met within their home office space, the resource will transition to full time in office, and the hybrid option will no longer be available.

The Agency systems cannot be accessed from outside the province of Ontario, and Agency assets including laptops and related equipment cannot be removed from the province of Ontario, without prior written approval from the Agency.

Assignment Type: This position is currently listed as ''Remote''.

The resource under this request may be required to work onsite as per Hiring Manager sole discretion.
