City of Coquitlam is located at City Hall. The company is currently looking for applications for the role of Manager, Technology Strategy. We are seeking a self-disciplined individual with exceptional interpersonal skills. The chosen applicant will be required to join and begin their duties as soon as possible. The employment status for this role is regular, full-time (Exempt).

Salary: $142,820 to $160,654 per year (2025 rates)

The candidate will be responsible for providing strategic leadership in shaping the City’s long-term technology vision, digital transformation initiatives, and innovation strategies.

The candidate will report to the Chief Information Officer (CIO) and work closely with senior leadership across various departments to align technology solutions with organizational goals.

The candidate will lead the development and implementation of Enterprise Architecture, Portfolio Management, and Performance Management frameworks.

The candidate will provide strategic advice and recommendations to senior leadership, including preparing reports and presentations for Council and Executive teams.

The candidate will lead interdisciplinary teams and ensure strong governance practices across technology planning and delivery.

The candidate will identify opportunities for digital innovation, modernization, and improved service delivery across the organization.

Job Requirements

The candidate must hold a bachelor’s degree in Computer Science, Information Technology, Business Administration, Public Administration, or a related field.





The candidate must have at least 8 years of progressive experience in information technology.

The candidate must have a minimum of 5 years of leadership or management experience overseeing enterprise-level IT functions.

The candidate must have robust experience in IT strategy development, governance, enterprise architecture, and portfolio planning.

The candidate must have excellent communication skills, including solid written and verbal abilities.

The candidate must be able to prepare detailed reports and deliver presentations to Council, executives, and senior stakeholders.

The candidate must have strong analytical and critical thinking skills with the ability to identify risks and strategic opportunities.

The candidate must have a solid understanding of digital transformation practices and emerging technologies.

The candidate with a master’s degree in Business Administration, Public Administration, or Information Technology will be preferred.

The candidate with experience working in large, complex, multi-stakeholder organizations will be considered an asset.

The candidate with professional certifications such as TOGAF, ITIL, CGEIT, or PMP will be preferred.
