This is a temporary position with an expected end date of October 29, 2027.

Position Description

Purpose:

As a member of a highly integrated, collaborative team, the purpose of the position is to lead the delivery and implementation of a variety of projects within the Planning department. This position will partner and collaborate with internal business units to scope, plan, design, develop, implement, and monitor a wide variety of projects to ensure they are delivered effectively and on time. In addition, this position will play a major role in continuous improvement projects that advance the goals of the Planning department.

Accountability:

- Leads planning-related key system projects as they relate to school closure processes, complex accommodation strategies, and recommendations for Administrative Regulation updates.
- Gathers information, co-designs, and implements process improvement projects.
- Convenes and leads working group meetings with relevant stakeholders.
- Outlines and monitors project milestones and timelines.
- Refines scope and objectives of business requirements, including documentation of requirements and potential implementation and monitoring processes.
- Critically evaluates information gathered and identifies operational efficiencies as well as opportunities to address gaps between system functions and business needs.




- Leads the creation and documentation of business processes for a wide range of projects.
- Identifies continuous improvement solutions within Planning that support the flow of work, improve data management, support reporting requirements, and increase efficiency for end users.
- Leads both planned and ad hoc technical and non-technical project work.

Responsibilities:

- Determine project requirements using interviews, document analysis, requirements workshops, surveys, business process descriptions, use cases, scenarios, business analysis, and task and workflow analysis.
- Works collaboratively with project stakeholders to ensure decision-making is built on best-practice evidence.
- Prepares novel Superintendent and Board Reports.
- Analyze end-to-end processes, system capabilities, and functions to identify business constraints and impacts on business processes and provide recommendations for improvement.
- Documents department and system standard work as part of improvement process initiative.
- Perform other responsibilities as assigned to meet the purpose and accountabilities of the role.
- Provides backup for Manager, Planning in their absence.

Qualifications:

Education and Experience:

- Post-secondary degree with a focus on public sector planning or administration, geography, business or city/urban planning.
- Five years experience in project management and leading projects that span across a large organization.
- Three to five years of related work experience in planning; school-based planning experience preferred.
- An equivalent combination of directly related post-secondary education and directly related experience may be considered.

- Knowledge and demonstrated experience in project management and change management.
- Demonstrated ability to foster relationships and partnerships with internal and external stakeholders.
- Ability to search out and evaluate best evidence required.
- Proven ability to work collaboratively within a team as a contributing member.




- Ability to develop and facilitate presentations to convey information or transfer knowledge.
- Advance skills in Visio, MS Project, Excel, Word, and PowerPoint
- Proven experience with process management and continuous improvement projects.
- Demonstrated pattern of professional and personal development.
- Experience in system thinking.
- Proven experience in leading and/or managing multiple projects.

Demonstrated Skills and Competencies:

- Strong interpersonal, communication, negotiation and leadership skills.
- Creative problem-solving skills to assess options and implications in new ways to achieve objectives
- Understanding of software and process development procedures, practices and terminology, considered an asset.
