The Manitoba Arts Council (MAC) is an arm’s-length agency of the Province of Manitoba, established in 1965 to “promote the study, enjoyment, production and performance of works in the arts.” MAC distributes approximately $12 million annually in grants to Manitoba artists, collectives, and arts and cultural organizations, supporting a vibrant and diverse arts sector for the benefit of Manitobans.

Council is seeking a Senior Accountant to join its 15-person staff team.

The Senior

Accountant is the sole finance position in the organization and as such is responsible for maintaining all financial records of the Council in a timely and efficient manner, adhering to internal controls.

Accountant reports to the Executive Director, works collaboratively with the entire staff team, and liaises with the Board of Directors. Maintaining all general ledger accounts, including posting and verifying transactions Reconciling accounts on a monthly basis, including to the grants database (SmartSimple) Working within the grants database for information and file exports Overseeing and maintaining cash flow and cash flow forecasts Implementing prudent investment and cash management strategies Reconciling and maintaining the capital assets schedule Preparing internal reports monthly, performing variance analysis for the Board and Management Reporting to government on a quarterly and annual basis, meeting tight deadlines and following any changes to public sector reporting standards (using Excel and Word templates, as well as the government reporting portal) Preparing annual audit and working with the auditors at year end Preparing and processing payroll on a bi-weekly basis, including understanding and complying with rules of payroll (calculating pension, group benefits and union dues) Maintaining strong internal controls and ensuring adherence to accounting standards, regulatory obligations, and company policies Providing financial and accounting opinions and information to the other team members as required Working with and developing relationships with various government areas and departments, such as Treasury Division, Financial and Administrative Services, and Sport, Culture, Heritage and Tourism Working with Management and other team members on various projects as required MAC’s Senior Accountant can work independently, making accounting decisions based on experience.

Chartered Professional

Accountant (CPA) designation in valuable standing. Minimum of 7 years’ progressive accounting experience, with comprehensive knowledge of full-cycle accounting, in a public sector and/or not-for-profit environment. In-depth experience with accounting procedures, including recording entries, reconciling, and analyzing accounts while adhering to established standards.

Experience in the preparation and analysis of financial statements. Understanding and ability to prepare annual audit working papers.



Ability to prepare and process payroll using a payroll provider’s software, including calculating pension, group benefits, and processing T4s and T4As annually.

Ability to uphold the accuracy and integrity of the Council’s finances and reporting while maintaining confidentiality and integrity. Proficient use of accounting software (Quickbooks), Microsoft Office programs (specifically Outlook, Excel, and Word) and other software (databases, banking, payroll). Assets ~ Proficiency in French (spoken and/or written) This full-time position is exempt from Union membership and has a salary range of $79,270 to $92,782 per year.

MAC participates in Manitoba’s Civil Service Superannuation Board (Pension Plan) and offers a comprehensive health perks plan. This position is based onsite at MAC’s office in Winnipeg. to 4:30 p.m., Monday to Friday. Occasional early evening work is required to attend Board and committee meetings.

Effectuer les rapprochements des comptes tous les mois, y compris avec la base de données des subventions (SmartSimple) Extraire des renseignements et des fichiers de la base de données des subventions Superviser et assurer le flux de trésorerie et préparer les prévisions de trésorerie Mettre en œuvre des stratégies prudentes de placement et de gestion de la trésorerie Produire les rapports trimestriels et annuels destinés au gouvernement en respectant les échéanciers serrés et les modifications des normes de déclaration du secteur public en vigueur (à l’aide des modèles Excel et Word et du portail de déclaration gouvernemental)



Préparer et traiter la paie toutes les deux semaines et comprendre et respecter les règles afférentes à la paie (le calcul des prestations de retraite, des avantages sociaux collectifs et des cotisations syndicales) Collaborer et maintenir des relations de travail avec divers organismes et ministères gouvernementaux, notamment la Division de la trésorerie, les Services financiers et administratifs, et le ministère du Sport, la Culture, le Patrimoine et le Tourisme Compétences et qualités Le ou la comptable principal(e) du CAM est autonome et capable de prendre des décisions comptables fondées sur son expérience. La personne titulaire du poste doit posséder un excellent sens de l’organisation, avoir une grande facilité d’apprentissage et savoir gérer plusieurs priorités tout en respectant les échéanciers.

Elle doit posséder de fortes compétences en résolution de problèmes et d’excellentes aptitudes en communication tant à l’oral qu’à l’écrit, et être en mesure d’expliquer des données financières à des publics variés. Titre de comptable professionnel agréé (CPA) en règle. Au moins sept (7) ans d’expérience progressive en comptabilité et une excellente maîtrise du cycle comptable complet dans le secteur public ou le secteur des organismes à but non lucratif.

Solide expérience des procédures comptables, y compris l’enregistrement des écritures, les rapprochements et l’analyse des comptes conformément aux normes établies. Expérience en préparation et analyse des états financiers. Capacité de préparer et de traiter la paie à l’aide d’un logiciel spécialisé, y compris le calcul des prestations de retraite et des avantages sociaux collectifs et le traitement annuel des feuillets T4 et T4A.

Capacité d’assurer l’exactitude et l’intégrité des finances et des rapports du CAM tout en maintenant la confidentialité et l’intégrité. Le CAM participe à la Régie de retraite de la fonction publique du Manitoba (régime de retraite) et offre un régime de prestations de maladie complet. Ce poste est situé aux bureaux du CAM à Winnipeg. Les heures normales de travail sont de 8 h 30 à 16 h 30, du lundi au vendredi.
