RB is transaction oriented with an emphasis on legal forms of agreement of varying types and complexities that are ultimately required for the acquisition, sale and development of provincial Crown land, establishment and ongoing operations and maintenance for the Edmonton and Calgary Transportation Utility Corridors (TUC), significant development of lands for the Regional Municipality of Wood Buffalo (Parsons Creek at Fort McMurray).The Surface Land Specialist identifies and evaluates technical issues and is expected to make decisions regarding the form of documentation within the parameters of the Province's land use policies.



This also requires a solid understanding of the Alberta Land Titles system and its associated procedures and statutory documentation.The Surface Land Specialist will also assist Property Agents in due diligence of sales and acquisitions files.The primary responsibilities for the Surface Land Analyst include, but are not limited to:Exercising discretion and making decisions as to the form of documentation required for the associated transactions by applying a solid understanding of the requirements to adapt/modify standard templates to accommodate unique situationsIdentifying potential issues and solutions to make recommendations to RB leadership; implement solutions, asappropriate, to affect an appropriate resolutionUpdating RB leadership on changes as it relates to land and other documentation, recommends and implements revisions to the templates and agreementsMaintaining an up-to-date tracking report of all agreements including those in progress or completedReviewing independent appraisal reports prepared by AACIs to identify potential issues or concerns regarding appraised market values for additional review and/or adjustment by AACI staff appraisersEnsuring completeness of template and clause library used in developing real estate agreements for the ProvinceLiaising with experts such as senior leadership and Alberta Justice to develop additional, approved templates and clauses for the libraryThe successful candidate will:Strong creativity skills to resolve unique issues and competing interests and objectives in an often-unstructured environmentAdvanced level or organizational, conflict-resolution, communication, creativity, and decision-making skillsWell developed research skills to ensure templates and clauses are reasonable and conform to best practicesHighly developed analysis and problem-solving skills to identify and resolve complex issuesAbility to develop and present recommendations to senior leadership then implement the decisionHigh level of operational thinking to produce technical verbal and written communications with an ability to translate complex and technical concepts to othersThe Job Description is provided for Further details on this position.Competencies are behaviors that are essential to reach our goals in serving Albertans.
