The Senior Payroll Specialist serves as the payroll subject matter expert (SME) responsible for analyzing, documenting, validating, and assessing current payroll processes across multiple employee groups. The role focuses on process discovery, standards assessment, documentation, risk identification, and payroll best-practice recommendations rather than payroll processing.

Key Responsibilities

- Lead interviews, workshops, and payroll process walkthroughs with payroll teams and stakeholders.
- Document end-to-end payroll processes, including:
- Employee lifecycle payroll events.
- Regular payroll cycles.
- Off-cycle payrolls.
- Retroactive payrolls.
- Emergency payrolls.
- Fiscal year-end and calendar year-end payroll activities.
- Capture payroll calculations, approvals, controls, exceptions, escalation paths, cut-off dates, and segregation of duties.
- Document statutory payroll requirements.
- Identify collective agreement payroll rules.
- Document organizational payroll policies.
- Capture business rules, approval rules, and calculation logic.
- Identify legacy payroll practices and undocumented procedures.
- Develop traceability between payroll rules, controls, systems, and reports.
- Compare current payroll practices against:
- Canadian payroll legislation.




- Ontario payroll standards.
- Internal control best practices.
- Comparable public sector payroll service models.
- Identify gaps, risks, inefficiencies, duplicate controls, and opportunities for standardization.
- Identify manual payroll activities.
- Assess payroll dependencies.
- Document payroll operational risks.
- Recommend payroll process redesign and standardization opportunities.
- Assess implementation impacts, dependencies, and risks for proposed improvements.
- Validate payroll documentation with client stakeholders.
- Resolve conflicting payroll interpretations.
- Maintain evidence, assumptions, validation status, and decision logs.

Qualifications and Experience

- Bachelor’s degree in Human Resources, Accounting, Finance, Business Administration, or related discipline.
- PCP (Payroll Compliance Practitioner) designation preferred.
- CPM designation is considered an asset.
- 7–10+ years of Canadian payroll experience.
- Experience with Ontario payroll legislation.
- Experience documenting payroll processes.
- Experience in public sector payroll environments is highly preferred.
