Salary Range:
The salary range for this position is $101,352 - $139,359. The final offer will be determined based on the successful candidate’s skills, experience, and internal equity considerations. Please note that the offer may fall anywhere within the posted range and is not necessarily at the top end.

Overview:
The Senior Manager, People & Culture is a strategic human resources leader responsible for providing expert advice, operational leadership, and organizational development support across the organization. The role leads People & Culture programs and services, oversees People & Culture team members, and partners with leaders to drive workforce planning, recruitment, employee relations, talent management, organizational effectiveness, and culture initiatives.

Key Accountabilities:
- Supports the development, implementation and review of workforce planning initiatives to ensure organizational capacity requirements are met.
- Supports succession planning, leadership development, onboarding, and employee development programs.
- Provides advice, guidance and oversight on employee relations matters, performance management, workplace investigations, accommodations, and conflict resolution.
- Assesses risks and influences appropriate courses of action on complex employee matters.
- Ensures organizational compliance with legislation and policies, providing training and guidance to managers.
- Supports the development and implementation of People & Culture programs and projects.
- Evaluates and improves HR systems, processes, and reporting capabilities.
- Works on a range of People and Culture initiatives and projects aligned with organizational strategic priorities.
- Oversees full life-cycle recruitment competitions,
including posting positions, screening/assessing applicants, chairing interview panels, and managing the documentation, testing, and onboarding processes.
- Provides oversight, advice, coaching and leadership to hiring managers and the HR team on competitions and ensures best practices and established processes are followed in all competitions.
- Supports the P&C; orientation and onboarding program, ensuring the continuous development and implementation of the onboarding program for new employees to ensure a candidate experience that is reflective of the organizational culture.
- Supports the development and implementation of People and Culture strategic plans, policies, procedures, and practices.
- Researches human resources practices, trends, and issues and analyses data and information to prepare materials and recommendations on best practices, strategies and policies to meet organizational goals.
Qualifications:
- Degree in Human Resources, Business Administration or Public administration and 8-10 years experience providing advisory services in an HR environment and using human resource information systems, policies, practices and processes or, an equivalent combination of education and experience.
- CPHR designation is preferred.
- Previous public sector experience is preferred, particularly with unions.
- Strong background in supervisory experience.
- Excellent knowledge of People and Culture policies, practices and processes.
- Excellent oral and written communication skills.
- Ability to handle personal data with confidentiality.
- Experience providing strategic HR advice to senior leaders.
- Strong knowledge of employment legislation, HR best practices, organizational development, and employee relations.
- Extensive experience leading recruitment, workforce planning, and HR projects.
