Your Opportunity:
Reporting to the Director, Quality Management, the Manager, Policy provides strategic direction, leadership, and oversight for coordination and development of clinical policy services across Recovery Alberta. The Manager is accountable for the performance, development, and outcomes of the Policy Services team and its areas of responsibility. Drawing on extensive expertise in evidence-informed practice, policy development, legislation, governance, and operational leadership, the Manager advances policy development, review, coordination and approval of policies in Recovery Alberta, while also supporting the development, implementation, and evaluation of strategies, frameworks, and processes that align with Recovery Alberta's operational needs and broader Provincial Health Authority accountabilities. This is a complex leadership role with provincial scope, requiring the coordination of centrally administered services that are delivered locally across diverse clinical and operational environments.
Description:
Key responsibilities include leading a team of policy professionals and overseeing human resource functions such as recruitment, coaching, staff development, and performance management. The Manager provides subject matter expertise in clinical policy development, policy governance, organizational change, and risk management, while fostering effective partnerships across Recovery Alberta and the broader health system. The incumbent plays a critical role in advancing integrated service delivery and promoting a province-wide, programmatic approach to care. The Manager builds and sustains strategic relationships to strengthen policy development, implementation, and continuous improvement activities.
This includes leadership and coordination of policy governance processes, consultation and engagement with operational leaders and subject matter experts, development and implementation of clinical policies and standards, and collaboration with Health Shared Services and other partners on interagency policy initiatives, consultation, and endorsement activities. Through this work, the Manager contributes to sustainable system improvements that support protected, effective, high-quality, and evidence-informed care across Recovery Alberta.

Required Qualifications:
Bachelor’s degree (Master’s preferred) in Health, Business, Policy or Social Sciences. An equivalent combination of other education and experience will be considered. Active registration for those eligible under the Health Professions Act. Extensive Addiction, Mental Health and/or Correctional Health expertise through experience in a variety of settings/roles.
A minimum of five years’ experience in leadership/management in a complex health care setting or an organization of significant size. Experience with human resource management including recruitment, selection, training, supervision, coaching and performance management. A demonstrated clear pattern of professional and personal development in policy development and implementation.
Additional Required Qualifications:
Specialized depth and breadth of expertise in policy work. Extensive knowledge of clinical areas, groups and professions and the processes that support changing clinical practice. Facilitation and/or coordination experience in project planning, execution, reporting, monitoring and evaluation. Experience managing physical and financial resources, including the ability to develop and interpret budgets. Significant experience in problem solving, concerns resolution, investigation, conflict resolution and negotiation. Demonstrated ability to foster relationships and partnerships with internal and external stakeholders. Effective communicator with strong organizational skills, influencing skills, interpersonal skills, client-focused orientation and commitment to providing quality services. Ability to develop, facilitate and deliver presentations to convey information or transfer knowledge. Strong writing skills, with the ability to author formal documents and reports. Demonstrated ability to facilitate transformational change.
Preferred Qualifications:
Knowledge of the Addiction, Mental Health and/or Correctional Health system and its complexities. Working knowledge of Recovery Alberta systems, policies and processes. Certification/education in health systems leadership; process improvement; change management; project management.
