Contract Advisor – Emergency Management
Location: Calgary or Lloydminster, Alberta
Contract Term: 1-year contract with potential for extension
Contract Rate: $60–$80/hour, depending on experience and contractor status
Schedule: Monday–Friday, 40 hours per week
Travel: Periodic travel to sites across North America; eligible travel expenses will be covered
On-Call: Some on-call availability required
Position Overview:
We are seeking an experienced Contract Advisor, Emergency Management to support the implementation and ongoing development of an Emergency Management and Business Continuity program within a large energy organization.
Reporting to the Manager, Emergency Management and Business Continuity, the Contract Advisor will support assigned operational regions and facilities, ensuring Emergency Management programs, Emergency Response Plans, exercises and response processes are effectively implemented and maintained.
The successful candidate will be an experienced emergency management professional with a strong background in the oil & gas, pipeline, petrochemical, rail or HAZMAT transportation industries. This individual should be comfortable providing both strategic and tactical emergency management leadership, supporting Incident Management Teams and coordinating emergency response exercises.
This opportunity is open to candidates based in Calgary or Lloydminster, Alberta, and will involve periodic travel to field locations throughout North America.
Key Responsibilities
- Implement Emergency Management program requirements across assigned operational regions and facilities.
- Maintain and complete annual updates to Emergency Response Plans (ERPs), exercise schedules and emergency response tools.
- Collaborate with Emergency Management colleagues to ensure consistent and effective program execution across the organization.
- Support regional field-based Incident Management Teams (IMTs) and ensure assigned areas comply with Emergency Management program and regulatory requirements.
- Lead the planning, coordination and facilitation of emergency response drills, tabletop exercises and full-scale exercises.
- Coordinate with community first responders and external stakeholders during the planning and execution of field exercises.
- Support the development and ongoing maintenance of the Business Continuity Program.
- Maintain existing Mutual Aid Agreements, identify opportunities for additional partnerships and lead the development of new agreements where required.
- Interpret and apply applicable regulatory requirements to Emergency Management activities.
- Identify continuous-improvement opportunities related to Emergency Management standards, procedures and practices.
- Evaluate, edit and develop Emergency Management procedures.
- Provide incident response support and assume appropriate Incident Command System (ICS) functions when required.
Required Qualifications
- Minimum 5 years of combined experience within oil & gas, pipeline, petrochemical, rail or HAZMAT transportation.
- Minimum 3 years of experience developing,
managing or contributing to Emergency Response Plans and emergency response exercises.
- Minimum 3 years of experience as an active member of an Incident Management Team.
- ICS 100, ICS 200 and ICS 300 certifications with a detailed understanding of the Incident Command System.
- Working knowledge of applicable regulatory requirements within one or more relevant industries.
- Experience coordinating and facilitating emergency response exercises.
- Solid written and verbal communication skills with confidence presenting and facilitating in front of groups.
- Ability to work collaboratively with multidisciplinary internal and external stakeholders.
- High school diploma or equivalent.
- Valid driver's licence.
- Current H2S Alive, First Aid and WHMIS certifications.
- Ability to participate in on-call coverage as required.
- Ability to travel periodically to field locations across North America.
Preferred Qualifications
- Related post-secondary education or equivalent industry experience.
- Fire and HAZMAT training.
- Spill response training.
- Accredited emergency response exercise design training.
- Leadership training.
- Experience developing and sustaining Business Continuity programs.
- Experience working with emergency services consultants and contractors.
- Strong proficiency with Microsoft Office applications.
- Experience developing and improving Emergency Management procedures, standards and processes.
Contract Details:
This is a 1-year contract opportunity with potential for extension, working approximately 40 hours per week, Monday through Friday. Some on-call work may be required depending on operational needs.
Pay: $60.00-$80.00 per hour
Work Location: Hybrid remote in Lloydminster, AB
