Position Summary
Richmond Hill is a growing and diverse community in the heart of York Region with a short commute to downtown Toronto. For more than 165 years, Richmond Hill Public Library has evolved alongside the community we serve, adapting to changing needs while remaining a trusted place for learning, connection and discovery. Today, RHPL serves residents through welcoming spaces, innovative programs, diverse collections and services that support people at every stage of life. We are currently undertaking a major renovation of our Central Branch further transforming our customer experience in 2026.
Reporting to the Chief Executive Officer (CEO) and serving as a key member of the Executive Leadership Team, the Director, Corporate Services, will provide strategic leadership across a diverse corporate portfolio that includes Information Technology, Finance, Human Resources, Risk Management and Facilities.
This Director, Corporate Services, will play a key role in strengthening organizational effectiveness, and lead the Richmond Hill Public Library through responsive, innovative and future-focused operations enabling the Library to deliver exceptional experiences for its customers, employees and community.
Key Duties and Responsibilities
Strategic Leadership
- Serve as a key member of the Executive Leadership Team, contributing to organization-wide strategy, planning, decision-making and continuous improvement.
- Provide strategic advice, overall guidance and insight for the organization and collaborate to provide outstanding customer experience
- Act as a role model for organizational values and workplace culture, develop and write policies,
manage resources and budgets, sponsor committees and working groups, and write and present board reports and updates
Information Technology
- Provide strategic leadership and oversight for RHPL's information technology services and technology investments.
- Lead and support technology modernization and digital transformation initiatives that enhance employee effectiveness, operational efficiency and customer experience.
- Ensure technology solutions, systems and services are aligned with RHPL's strategic priorities and evolving community needs.
- Provide technology experience and background to oversee a team of technology professionals
Establish strong partnerships and collaborate with City of Richmond Hill IT department to maximize efficiency and customer experience.
Finance
- Provide strategic leadership and oversight of RHPL's financial planning, budgeting and resource management.
- Liaise with the City of Richmond Hill Finance department in the administration of financial services
- Lead the development and management of the Library's annual operating and capital budgets in alignment with its strategic plan and organizational priorities.
- Establish criteria and business justification for capital projects.
- Oversee procurement, vendor contracts and grants
Duties and Responsibilities Cont'd
Human Resources
- Provide strategic oversight and guidance on Human Resources matters.
- Partner with the City of Richmond Hill's People and Culture division, where appropriate, to support workforce planning, organizational development, employee and labour relations.
Risk Management
- Develop and oversee Risk Management program to inform timely and considered decisions (control, identification, assessment)
- Establish processes to identify, assess, monitor and mitigate organizational risks.
Facility Management
- Provide strategic oversight of Library facilities and corporate infrastructure to ensure library spaces are modern, safe, welcoming and optimized for service needs.
- Identify opportunities to improve the effectiveness, sustainability and customer experience of Library facilities.
Education and Experience
- Degree in Business Administration, Public Administration or related discipline
- Minimum 7 years’ experience in a senior leadership role
- MLIS or prior experience in a public library environment, or other public sector workplace would be an asset
Required Skills/Knowledge
- Experience with modernizing processes and implementing IT initiatives
- Strong public service orientation and awareness of current social, political, and economic priorities affecting public libraries and municipal governments
- Creating a work environment of curiosity, risk taking, and challenging the status quo
- Accomplished in strategic and analytical thinking, problem-solving and decision-making
