The Director of Health Protection assumes a strategic leadership role in the planning, implementation,
evaluation, and control of public health programs and services that protect and promote health and
prevent disease for the Grey Bruce community. As a member of the Senior Leadership Team (SLT), the
Director provides expertise on specific public health programs to internal and external stakeholders and
participates in organization-wide decision making, policy development, budgeting and program planning
in collaboration with the Medical Officer of Health/Chief Executive Officer (MOH/CEO), other Directors
and the Board of Health.

KEY AREAS OF RESPONSIBILITY
 Provide strategic and operational leadership for Infectious Diseases and Sexual Health,

Environmental Health, Vaccine Preventable Diseases, and other assigned programs, ensuring
alignment with GBPH’s strategic priorities and provincial requirements.

 Lead program planning, implementation, monitoring, evaluation, and continuous quality
improvement to strengthen service delivery, operational effectiveness, and public health outcomes.

 Analyze emerging public health risks, legislative and regulatory changes, system pressures, program
performance, and community needs to provide evidence-informed recommendations to the
MOH/CEO, Senior Leadership Team, and Board of Health.

 Provide strategic leadership in the development, interpretation, and implementation of policies and
practices that comply with applicable legislation, Ontario Public Health Standards, Ministry
requirements, and professional standards.

 Build and maintain strategic partnerships with municipalities, healthcare organizations, schools,
community agencies, provincial ministries, regulatory bodies, Indigenous partners, and other
stakeholders to support coordinated health protection activities and responses.

 Advocate for the policies, resources, services, and system changes required to prevent disease,
manage public health risks, and protect and improve the health of the Grey Bruce community.

 Apply health equity and social justice lens to health protection programs, policies, resource
allocation, and service delivery, recognizing populations that may experience disproportionate risks
or barriers to accessing services.

 Provide leadership, coaching, mentorship, and support to Managers and teams, fostering
accountability, professional development, employee engagement, collaboration, innovation, and




effective change management.

 Communicate complex scientific, regulatory, operational, and public health information effectively
to diverse audiences and represent GBPH on complex or high-profile health protection matters as
required.

 Demonstrate ethical, accountable, and evidence-informed leadership while ensuring privacy,
confidentiality, regulatory compliance, sound decision-making, and continuous organizational
learning and improvement

SPECIFIC KNOWLEDGE, SKILLS AND ABILITIES
 Demonstrated ability to create a supportive and high-performing environment through effective

human resource management
 Advanced leadership skills including team building and proven resource and program management

skills
 Excellent tact, diplomacy and negotiation, mediation, conflict resolution and relationship building

skills
 Advanced program/project planning skills, including design, implementation, evaluation, budget

preparation and monitoring
 Possess strong written and oral communication skills combined with highly developed analytical,

conceptual, technical, and interpersonal skills, personal integrity and professional commitment
 Advanced knowledge of Health Unit communication systems and appropriate computer software
 Demonstrated effective problem solving, conflict resolution, negotiation and mediation skills
 Committed to a safe and healthy work environment for both employees and clients
 Proficient in the core competencies for Public Health in Canada, and the critical thinking skills and

aptitude required to apply this knowledge in practice
 Able to analyze complex health issues and incorporate a determinants of health level assessment

into project design and evaluation
 Proven ability to work independently with competency and accuracy and as a member of an

interdisciplinary team
 Leadership, team building and human relations skills in order to direct, develop, motivate and

support multidisciplinary staff
 Knowledge of and demonstrated ability in strategic planning, change management design, process

and implementation strategies to optimize both quality and cost-effectiveness of services
 Readily readjusts priorities to respond to changing demands, and ability to delegate effectively




 Knowledge of relevant Provincial legislation, as well as professional standards of practice for all

public health disciplines

EMPLOYMENT REQUIREMENTS
 Four-year (4) Baccalaureate Degree in Science, or Applied Science, or in a public health or related

health science field
 Master’s degree in an appropriate field of study is preferred
 Eight to ten (8 – 10) years recent professional experience in public health, or related field, with

progressive leadership responsibility
 Minimum of three (3) years senior management experience in the public sector, or public health

sector, preferred
 Current registration, and a member in valuable standing, with a college or regulatory body, as required

WORKING CONDITIONS
 Working hours will vary within a 35-hour paid work week; with evening and weekend work required

on occasion
 Participates in an on-call rotation and is required to be available outside of regular working hours,

including evenings, weekends, and statutory holidays, as scheduled
 Work is primarily office-based, with the expectation that the majority of working hours will be

performed onsite. Remote work may be considered in accordance with current organizational policies
and operational requirements and is subject to change based on organizational needs

 Occasional travel within and outside Grey-Bruce region is required
 A valid Ontario G driver’s license and access to a reliable vehicle is required

The current wage scale for the position of Director, Health Protection is $160,000 – 170,000 annually
(wage is under review).
