The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services.
It is a significant transformation in BC and is vital to the sustainability of BC’s health system.
Reporting to the Director, Data Architecture & Conversion, the Manager will be responsible for the Reporting and Dashboards and ensuring that reporting requirements for all the province’s health organizations are met within the new BC Health Workday solution. This role will require close collaboration with partners across British Columbia's health organizations to design, test and roll out reporting and analytics solutions during the system deployment and go-live. Leading a team of experienced professionals, the Manager will have extensive Workday reporting and analytics knowledge and a strong understanding of operational environments and processes within the healthcare industry.
This role requires exceptional client relationship and partnership management skills, with a focus on building consensus and facilitating collaboration across all levels of the organization. The Manager will provide strategic leadership through high-level discussions, project presentations, and cross-organizational decision-making, while also acting as a hands-on problem-solver for reporting delivery and operational challenges. The Manager will be instrumental in driving the success of the BC Health Workday solution and establishing a consistent provincial reporting approach, in partnership with Digital and health organization partners across the province.
Key Accountabilities
- Oversees the end-to-end design, configuration, testing, and deployment of Workday reporting and dashboard solutions across the BC Health Workday Program, ensuring processes and system configurations are in alignment with provincial requirements, organizational policies, privacy obligations and applicable legislative requirements.
- Leads the analytics team to advance Workday reporting, dashboards, analytics, business intelligence and data management, supporting leaders and clinicians to access key quality indicators through self-service and make evidence-informed decisions. Ensures solutions are built to be sustainable. Communicates analytical results and provides reports, dashboards, presentations and summaries to stakeholders and applicable external partners.
- Partners with cross-functional teams and stakeholders to capture evolving operational and strategic needs, translating them into prioritized system enhancements. Consults as a subject matter expert in reporting, analytics and business intelligence, responding to customer needs for reporting products, dashboards and analytical services. Mobilizes team members and assigns resources to meet these needs. Ensures that all changes to Workday capabilities are designed and implemented in alignment with organizational objectives, operational requirements, and long-term scalability.
- Establishes and manages design standards and configuration guidelines to ensure functional integrity, consistency, and scalability. Maintains departmental standards and procedures, including policies for access to and sharing of sensitive health data. Ensures team members work according to policy, identifies risks with current practices and escalates issues to the Director as required.
- Provides supervision, leadership, guidance and mentoring to a team of functional subject matter experts, including data and analytics professionals, fostering a collaborative, high-performance environment focused on delivering value to the organization. Establishes team priorities and ensures prompt and accurate completion of operational activities. Evaluates individual and team performance against targets, identifies performance development needs and skill gaps, and implements strategies to support skill development and improve team performance.
- Monitors and manages data integrity, business processes, and security configurations within the Workday platform to ensure consistency, accuracy, and alignment with organizational policies, employment standards,
healthcare-specific operational practices, privacy regulations, and compliance requirements. Ensures the accuracy, timeliness and availability of data and analytical products produced by the team.
- Identifies opportunities to improve user experience, streamline business processes, and enhance HR system functionality through upgrades and configuration changes, while assessing and managing risks and issues related to the Reporting and Dashboards portfolio. Tracks progress against timelines, escalating concerns as needed to ensure timely delivery.
- Contributes to change management planning and execution by providing subject matter expertise, input into communication strategies, and support for training initiatives and the development of training materials and job aids to facilitate end-user adoption and effective use of the provincial BC Health Workday system.
- Defines and monitors success metrics for the Reporting and Dashboards portfolio, including user adoption rates, process efficiency improvements, compliance with collective agreements, and reduction in system-related issues post-go-live. Applies expert knowledge in reporting and analytics to support monitoring, performance measurement, operational decision-making, quality improvement and service planning.
- Identifies opportunities to harness benefits from future-state business processes. Works closely with the Program Benefits Realization Lead to identify and harvest specific, measurable benefits through the consistent use and adoption of Workday across BC Health.
- Oversees and reviews methodologies, data availability and limitations, and makes recommendations on initiatives involving data linkages and study or project designs. Acts as a methodological resource to their own and other analytical teams.
- Leads engagement with external stakeholders to negotiate data access and service agreements, including the assignment of internal resources to meet project needs aligned with program priorities. Key stakeholders include regional health authorities, external researchers and government agencies.
- Develops, recommends and monitors departmental expenditure within an agreed budget. Implements remedial action where required and brings issues of concern to the Director’s attention.
Qualifications
- A level of education, training, and experience equivalent to a Bachelor’s degree in Data Analytics, Business Intelligence, Computer Science, Information Systems, Data Management or a related discipline with a minimum of 5-7 years of progressively responsible experience delivering enterprise reporting, analytics or business intelligence solutions, preferably in large, unionized and/or public sector.
- Demonstrated expertise in Workday reporting, including report configuration and development, dashboards, reporting security, analytics, testing and enterprise reporting delivery.
- Experience with Workday-delivered reporting capabilities, including Advanced, Matrix and Composite Reports, Discovery Boards and Prism Analytics, is an asset. Workday certification is also an asset.
- Proven experience leading and developing reporting, analytics, business intelligence or technical teams within a large enterprise transformation or system implementation, with a focus on collaborative problem-solving, capacity building, and effective workload prioritization in a high-demand environment.
- Strong interpersonal and communication skills, with the ability to build relationships, engage diverse stakeholders, and translate business needs into system solutions across multiple organizations.
- Ability to analyze complex system issues, identify root causes, and implement effective solutions.
- Skilled in using data to support decision-making and improve service delivery.
- Solid understanding of HR operational processes, complex payroll models, role-based access controls, service centre models, and how technology supports employee and manager experience.
- Experience working in healthcare or unionized environments is considered an asset.
- Demonstrated ability to collaborate effectively with Digital teams, including Data Conversion, Integrations, Security and Architecture, as well as HR, Payroll, Finance and operational leaders at organizational and provincial levels.

The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
