Health Shared Services is seeking a Population Public Health (PPH), Primary Care, and Indigenous Health Clinical Informatics Lead (CIL) to join the Clinical Operations Informatics Office. We work to ensure digital tools, including Connect Care, support clinical and operational workflows, improve patient and population health outcomes, and align with provincial priorities. We advocate for front-line clinicians and operational teams and support technology adoption through effective engagement, communication, and change management.

Reporting to the Clinical Operational Readiness (CORe) Lead, the CIL connects clinical practice and operational needs with digital systems to enable safe, effective, culturally responsive, and person-centred care. Working across Population Public Health, Primary Care, and Indigenous Health, the CIL supports diverse programs, populations, communities, workflows, and models of care. This role contributes to healthcare transformation through collaboration, innovation, continuous improvement, and data-informed decision-making.

The CIL works across governance structures and with clinical, operational, and digital health partners to promote alignment and integration across Alberta's health system. This position offers flexibility in location within Alberta, to be discussed with the hiring manager upon appointment.

Description

The Clinical Informatics Lead (CIL) supports the strategic design, implementation, adoption, and continuous optimization of Connect Care and digital health solutions across Population Public Health, Primary Care, and Indigenous Health. This leadership role coordinates complex, multi-stakeholder initiatives and works across diverse programs, services, communities, and models of care. The CIL serves as a key liaison between clinical operations and digital health teams, ensuring system design and functionality reflect front-line workflows, operational requirements, patient and population needs, and broader organizational priorities.

The CIL provides leadership across assigned initiatives, proactively identifies emerging issues and opportunities, and works collaboratively with clinical, operational, and digital health partners to develop practical and innovative solutions and advance shared priorities. The role requires strong clinical and operational understanding,



exceptional communication and facilitation skills, and the ability to navigate complex, sensitive, and politically nuanced environments. The CIL leads and supports engagement and change management strategies that promote successful adoption of digital health solutions.

The CIL champions user engagement, system usability, and continuous improvement to enhance clinical effectiveness, operational efficiency, and patient and population health outcomes. The position also supports engagement with Provincial Health Agencies and external partners, including Indigenous partners and communities, Primary Care Networks, academic institutions, and government agencies, supporting alignment and integration across Alberta’s health system.

Required Qualifications

Degree in a healthcare-related field (e.g., Nursing, Allied Health, Health Informatics, Health Sciences). Active professional license or registration in valuable standing, if applicable. 5+ years of experience leading organizational change within healthcare programs or organizations, with demonstrated leadership experience. Demonstrated experience with the Epic Clinical Information System.

Strong knowledge of clinical informatics, healthcare operations, governance structures, and clinical and operational workflows. Demonstrated ability to analyze complex issues, exercise sound judgment,



identify solutions, and move work forward in environments with competing priorities. Excellent communication, facilitation, and stakeholder engagement skills, including the ability to build trusted relationships and work effectively across clinical, operational, and technical teams.

Strong analytical, critical-thinking, and problem-solving skills.

Experience in digital health or clinical informatics and demonstrated application of change management principles.

Demonstrated ability to communicate openly, receive and provide constructive feedback, respectfully challenge ideas, and contribute to collaborative decision-making.

Preferred Qualifications

Master’s degree in Health Informatics, Health Sciences, Nursing, Public Health, or a related field. Health informatics certification or professional development (e.g., CPHIMS-CA, Digital Health Canada). Completion of PROSCI or other formal change management training. Project management education or experience.

Experience supporting Population Public Health, Primary Care, Indigenous Health, or community-based healthcare services is preferred.
