Infrastructure is responsible for delivering about one quarter of the Alberta government’s Capital Plan, which addresses the provincial infrastructure needs of Alberta’s population that support key social programs and services and economic development. The Ministry designs, builds, manages, and maintains government-owned and operated facilities, and collaborates with other ministries to ensure that school and hospital infrastructure meet the needs of Alberta’s population. Infrastructure also provides accommodation services and manages a large portfolio of owned and leased facilities while maintaining fiscal accountability and optimizing value for Albertans.

The Project Procurement

Specialist provides advice on procurement strategies appropriate to project requirements. Contract and procurement templates are maintained by the Specialist in alignment with current ministry and Government of Alberta (GoA) standards and requirements. The Specialist operates as part of a collaborative project team, with primary involvement from the time of project approval until contract award.

The work of the Specialist ensures the use of appropriate processes and documents, followed by an effective and efficient delivery of the procurement services. The primary responsibilities for the Project Procurement Specialist include, but are not limited to:



Providing expert advice and guidance primarily to project managers and consultants on the proper use of the department's master specifications, solicitation templates, forms, and guidelines and standards Preparing or assist in the preparation of project specific Requests for Qualifications (RFQs); bids and contract documents including front-end contractual requirements; Drafting updates to the appropriate master specifications and update other procurement templates and forms, as required, to address bid and contract requirements. Coordinate advertising and distribution of bid documents, and receipt of bid/proposals, with Procurement Specialist Support Staff.

Ability to communicate and maintain working relationships effectively with department directors, area managers, project managers, facilities managers, technical, support staff, consultants retained by the department to prepare construction related solicitation documents, RFQ respondents, RFP proponents, and bidders. Strong expertise in the full Microsoft Office suite (including Word, Excel, and Outlook), Adobe Acrobat. Understanding of risk management related to procurement.

Competencies are behaviors that are essential to reach our goals in serving Albertans. The PPS position manages input into procurement documents from numerous internal and external stakeholders. Procurement of projects within the Capital Plan requires PPS' to manage numerous projects simultaneously. The PPS works with numerous stakeholders to gain agreement on a procurement document that meets the program's needs.

Creative Problem





Solving – Focuses on continuous improvement and increasing breadth of insight: The PPS is expected to find methods of resolving conflict within procurement facilitations and other meetings constructively and creatively which requires quick-thinking and respectful consideration of the workplace. A completed university degree in a relevant field, (such as Business, Commerce, Arts, Science, Architecture, Engineering, or Construction Technology). Two (2) years of relevant experience in procurement.

Assets: A professional procurement designation such as Certified Professional Public Buyer (CPPB) from the National Institute of Governmental Purchasing (NIGP); Supply Chain Management Professional (SCMP) from the Supply Chain Management Association of Canada (SCMA) or equivalent. Expertise in developing and managing complex procurement documents, including RFPs, PQRs, RFQs, RFEOIs, and contract templates. Knowledge of the department's guidelines and standards, master specifications, policies and practices related to bidding and contracting.

Expertise in alternative construction delivery systems, types of contracts, and specification methods. Proven track record in leading strategic procurement planning, process improvement initiatives, and cross-functional collaboration with legal, risk, and project delivery teams. Extensive experience in procurement with a focus on complex service contracts requiring customized solicitation strategies and non-standard clauses.

Proficiency in procurement systems and tools and data analysis for reporting and performance tracking. This position is a Temporary, full-time role with the standard weekly work hours of 36.25, Monday to Friday (8:15 am – 4:30 pm). Any costs associated with obtaining the required documents/checks as noted or interview travel expenses, will be the responsibility of the candidate.
