PBC Solutions is looking for Regular Full-time Senior Scrum Master to join our growing team! PBC Solutions is Headquartered in Saanichton, BC (a suburb of Victoria) and also has offices in Burnaby. We operate in a hybrid in-person and virtual environment and the successful candidate must be based on southern Vancouver Island (preferred) or in the Lower Mainland, with regular office presence required.

Our mandate is to design, transform, and deliver the advantages and claims administration services offered by governments and other large organizations along with our consortium partners DXC Advanced Solutions, NTT DATA, and EY. Since the spring of 2023, PBC Solutions administers and leads the transformation and digitization of Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health. HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs.

In the future, the business will expand to additional public and private client work.

The Senior Scrum

Master leads a team of Scrum Masters/Project Managers and is responsible for leading technology project planning, design, implementation and close out, and for the management of the agile sprint process for scrum teams. Manages a portfolio of scrum teams to ensure integration between associated products. Acts as project manager throughout the initiation, planning, execution, control and close-out phases of the project management life-cycle.

Leads project planning sessions to determine project scope,



define project deliverables and develop project charter to align with the direction of the business. Develops options, strategies and approaches to address issues and service/program delivery needs using techniques such as cost benefit analysis, social and economic impact analyses. drafts project plans to identify timelines, deliverables, methodologies, and resource requirements. Develops and maintains effective and cooperative working relationships with internal and external stakeholders, businesses, and relevant provincial, municipal, and federal government partners.

Monitors and evaluates project resources, processes, and progress, identify risks and obstacles, and takes or recommends action to address. Conducts post implementation review. Provides team leadership in accordance with agile principles, policies, and procedures.

Master’s degree in a computer science related field and 2 years of related experience

- Bachelor’s degree in a computer science related field and 3 years of related experience
- Diploma in a computer science related field and 4 years related experience
- Certificate or coursework in a computer science related field and 5 years related experience
- Agile project experience.

Experience with Agile lifecycle management practices and tools.





Certification as a Scrum Master.

Experience in data management programs, UX /UI best practices.
