Job DescriptionCaseworker – Income and Social SupportsHuman Services – Income and Social SupportsStatus: 20 Contract Full Time - up to 18 MonthsSalary Range: $74,170 – $88,535 per annumHourly Range: $40.75 – $48.65 per hourCUPE LOCAL966Work Mode: Hybrid(see below for more details about this work mode)Locations:10 Peel Centre Drive, Brampton, Ontario and 7120 Hurontario St., Mississauga, OntarioHours of Work:35 hours per weekIncome and Social Supports is the single point of access for a range of Human Services programs provided by Peel Region and community-based agencies to help individuals or families cope with life challenges or events. The mandate is to help lift Peel residents out of poverty by supporting them to take steps towards employment, greater independence, and an improved quality of life.The RoleIn this role, you will provide access to subsidy programs and Human Services for Peel residents through an integrated approach to service access from a client‑centred perspective.ResponsibilitiesDocuments and completes the application interview for determining eligibility for Ontario Works Assistance, including verifying documentation, client contact, and assessment of employability, emergencies, and appropriate referrals.Assesses employment, financial, and social needs including health, housing and childcare. For non‑English speaking clients, documentation is completed through use of a cultural interpreter.Requests and reviews third party reference checks to verify assets, income and living arrangements and assess eligibility.Ensures accountability, accessibility and responsiveness in an effective and efficient manner.Provides initial crisis intervention, makes referrals and works in partnership with community resources for long‑term support and works one‑on‑one with clients during stabilization period.Provides ongoing supports to assist in daily living and life skills.Resolves conflict situations, listens, mediates, negotiates and provides support and guidance to reach mutually agreed service plans.Completes an assessment for each applicant, recording the negotiated case plan on the appropriate database.Provides emergency support response services as required.Compiles a comprehensive summary of employment information to determine an appropriate action plan.Assesses the employment and financial eligibility in each case and authorizes monthly entitlements as eligibility is established.Makes referrals to and recommends appropriate employment programs, social service agencies, Family Support Workers, legal services, and other community agencies.Documents reasons for ineligibility,
advises in writing and makes referrals to other community resources.Completes financial reviews and follow‑up as prescribed by the Ontario Works Act.Maintains a follow‑up system for ongoing cases, with regular client contact, financial and employment assessment, and collateral calls to other agencies.Performs in‑person updates with every active client as prescribed.Issues benefits for clients as prescribed in the Ontario Works Act.Maintains program integrity by updating computer applications with changes in client circumstances.Prepares month‑end reports as required.Responds to all client or community correspondence and actions computer output on all case files daily, returning client calls within 24 hours.Collaborates with partnering agencies and regional departments on case management through conference calls and joint meetings.Provides recommendations to reduce systemic barriers for clients.Works on a multidisciplinary team of community partners.Adheres to regional purchasing bylaws for use of Regional P Card.Promotes the Outreach program in the community, including the private sector.Provides support to Ontario Works clients with rental arrears.Works in a team environment with coverage for coworkers, information sharing and support.Maintains a safe environment by adhering to established safety protocols.Acts as a subject‑matter expert in specific program areas.Performs home visits as required.Other duties as required, which may include chairing meetings, making presentations to community agencies, special projects, etc.Provides information and referrals for clients to services available internally or externally.Assesses all client circumstances and decides on the appropriateness of pursuing support.Maintains a thorough knowledge of government policies, programs and legislation relevant to Ontario Works and MCSS.Reviews support related documents to complete necessary forms for initial and ongoing eligibility.Advise FSR on delivery method for all cheques to clients and third parties.Recommends changes to existing operations, programs,
practices and policies from a client‑centered perspective.A clear Vulnerable Sector Check is required.Successful candidates must provide a Vulnerable Sector Police Reference Check prior to hire; the cost for thisreference is the candidate’s responsibility.QualificationsGraduation from a post‑secondary school with a degree or diploma in a human services field (e.G., psychology, sociology, social services) and one year of caseworker experience.Knowledge of applicable policies, legislation and procedures, including the Ontario Works Act, Ontario Disability Support Program Act, MFIPPA, and ability to explain them.Knowledge of community resources, social programs, relevant government legislation and services that assist clients.Demonstrated creativity in case management, including documentation, assessment, reference checks, financial eligibility, referrals, document review and follow‑up.Mathematical skills for computing and monitoring entitlements and preparing statistical reports.A valid class G driver’s license and access to a vehicle, and ability to provide a driver abstract and pass a regional protected driving course.Knowledge and sensitivity towards cultural diversity, accessibility needs, mental health, addiction issues and victims of violence and abuse.Proficiency in computer programs (SAMS, SALI, Microsoft Office, intranet, CBS, internet).Clear Vulnerable Sector Check (see above).Skills and AbilitiesCommunication skills: verbal and written, able to provide counseling, respond to inquiries, and prepare reports.Excellent time management, organization, and ability to prioritize.Ability to establish and maintain relationships with clients, staff, community agencies, politicians and the public.Adaptability to technology changes.Ability to work independently.Working knowledge of technology systems.Commitment to diversity, equity, and inclusion.EEO StatementPreference will be given to qualified candidates who are currently in the bargaining unit.This position is a bargaining unit position represented by CUPE Local 966.
