Reporting to the Director, Human Resources, the Human Resources Manager leads the day-to-day delivery of HR programs and services across the organization. This position plays a key role in translating people strategies into practical, consistent, and responsive HR support for leaders and employees.

We are seeking an experienced and collaborative Human Resources Manager to help shape the employee experience, strengthen HR operations, and support organizational success through effective people practices. The ideal candidate is a trusted HR professional who combines strong operational expertise with sound judgment and recommendations, excellent communication skills, and a commitment to service excellence.
About the Role
In this role you will own:
Lead HR Operations
- Oversee the delivery of core day-to-day HR services, including recruitment, onboarding, performance management, compensation and benefits administration, learning and development, employee records management, and offboarding.
- Implement HR programs, policies, initiatives, and workforce strategies.
- Monitor service delivery standards, improve processes, and support efficient, high-quality HR operations.
- Prepare HR reports, metrics, dashboards, and briefing materials to support informed decision-making.
Partner with Leaders and Employees
- Provide practical HR advice and guidance on employee relations, attendance management, accommodations,
workplace concerns, and performance matters.
- Support leaders in applying HR policies consistently and fairly.
- Assist in resolving workplace issues while escalating complex or high-risk matters when appropriate.
- Contribute to a positive, respectful, and values-driven workplace culture.
Support Talent and Workforce Planning
- Manage recruitment and selection activities from approved requisition through onboarding.
- Support workforce planning, succession planning, talent reviews, and organizational development initiatives.
- Coordinate performance management activities and employee development planning.
- Identify learning opportunities and support leadership capability development.
Strengthen Compliance and Governance
- Support the development and implementation of HR policies, procedures, and guidance materials.
- Ensure compliance with employment, privacy, and workplace legislation and organizational requirements.
- Maintain confidential employee information and reliable workforce records.
- Monitor workforce risks and provide recommendations to support effective decision-making.
What You Bring
Qualifications
- Degree or diploma in Human Resources, Business Administration, Public Administration, or a related discipline (or equivalent combination of education and experience).
- Minimum five years of progressively responsible HR experience.
- Demonstrated experience in employee relations, recruitment, performance management, workforce planning, policy implementation, and HR operations.
- Solid communication, organizational, project coordination, and problem-solving skills.
- Knowledge of Alberta employment legislation, human rights, occupational health and safety, privacy requirements, and related HR practices.
- Ability to manage confidential information with professionalism and discretion.
- CPHR designation or progression towards designation; preferred.
- Public-sector, Crown corporation, gaming or iGaming environment experience; preferred.
