We value health equity and inclusion and respect in our work and in the delivery of our services.The Recruitment and Employee Development Specialist is responsible for providing day-to-day operational support, focusing primarily on leading recruitment and employee development initiatives. This position plays a critical role in engaging with others, and participates in confidential matters involving decisions related to hiring, compensation, performance management, etc. This position requires a proactive individual who is skilled at multi-tasking, is highly organized, and is committed to fostering a welcoming experience for current and existing employees. Working onsite is required.Responsibilities:Lead and manage high-volume, full-cycle recruitment across the organization including but not limited to the development of job postings, sourcing, screening, development of questionnaires and scoring matrixes, conducting interviews, reference checks and offers of employmentAdvance inclusive hiring practices and processesCarry out recruitment strategies and enhance sourcing to efficiently and effectively fill vacancies across the organizationPartner with hiring managers to forecast hiring needs and refine recruitment strategies,



practices and processesLead and further develop engaging orientation and onboarding practices and processesLead organizational wide student placements, developing and managing partnerships, maintaining agreements with academic institutions, etc.Develop, analyze and report on relevant HR recruitment metrics i.E. active recruitment, time to fill stats, students, engagement, etc., to improve recruitment processes, retention and overall effectivenessDevelop and support employee skill development and growth opportunitiesSupport employee engagement initiatives i.E. events, internal surveys and feedback evaluationsComplete monthly, quarterly and annual HR reports as necessaryLiaise with payroll on employee life-cycle related items, etc.Ensure practices comply with applicable legislation i.E. Ontario ESA, OHSA, Human Rights Code, and relevant provincial and federal laws, and Collective AgreementParticipate in and lead HR initiatives and projectsEffectively engage with employees providing prompt and efficient response to employee questions and issuesStay up-to-date on current trends and best practices related to HRAssist in the planning and execution of HR programs and processesSupport the ongoing improvement of Human Resources systems by actively participating in process review, process improvement and process documentation discussionsParticipate on agency committees/events as appropriateProvide support and act as back up for other HR roles as neededAssist with all other duties as requiredQualifications:Undergraduate degree in Human Resources Management, or related field of studyMinimum 5 years’ working experience in the field of Human ResourcesDirect full-cycle recruitment and employee development experienceCHRP/CHRL designation or working towardsExperience working in a unionized environment preferredStrong understanding of Human Resources best practices and employment legislation with the ability to effectively apply them in the workplaceUnderstanding of labour relations and the application of collective agreementsProficiency in the use of computer technology and various software applicationsAbility to manage high-volume recruitment for a broad range of positionsAbility to identify and implement employee development initiativesProfessional tact and diplomacy with the ability to maintain high levels of confidentialityExcellent interpersonal and relationship building skillsFriendly, welcoming customer service mindsetExcellent written and verbal communication skillsStrong analytical and problem-solving skillsSound judgmentAbility to be flexible and possess initiativeExcellent time management skills with the ability to manage competing prioritiesExcellent organization skills and attention to detailRespect for diversity, equity, anti-racism and accessibility with the ability to work collaboratively and positively with othersAbility to collaborate and build effective working relationships with a range of stakeholders at all levelsDemonstrated commitment to work within and create a safe and healthy work environmentPolice clearance documentation will be required for employmentProof of double COVID-19 vaccination status will be required for employmentThis posting is not for an existing vacancy.The deadline for applicants is Friday, February 27, 2026 at 12:00 p.M.
