Job Description: Talent Acquisition Consultant / Recruiter II (Bilingual ENG/FR)
Location: Waterloo, ON / Toronto, ON / Montréal, QC
Work Model: Hybrid (1 Day Onsite Weekly – Thursdays)
Duration: 12-Month Contract (Possibility of Extension or FTE Conversion)

Shift Timings:
- Monday to Friday
- 8:30 AM – 4:30 PM
Rate: up to CAD 43/hr
KEY RESPONSIBILITIES: Full-Cycle Recruitment:
- Manage the end-to-end recruitment process including intake meetings, job postings, sourcing, screening, interviewing, offer support, and onboarding
- Handle a requisition load of approximately 20–25 positions simultaneously once fully ramped up
- Ensure a positive candidate and hiring manager experience throughout the recruitment lifecycle
Stakeholder & Hiring Manager Partnership:
- Partner with business leaders and hiring managers to understand hiring needs and workforce requirements
- Conduct recruitment strategy meetings to define role requirements and hiring approaches
- Act as a trusted talent advisor by providing market insights and recruitment recommendations
Talent Sourcing & Pipeline Development:
- Build and maintain diverse talent pipelines through proactive sourcing and talent scouting activities
- Leverage various sourcing tools, platforms, and networking strategies to identify qualified candidates
- Support diversity hiring initiatives and inclusive recruitment practices
Interviewing & Candidate Assessment:
- Review resumes and conduct initial candidate screenings and interviews
- Evaluate candidate qualifications, experience, and cultural fit
- Present qualified candidates and recommendations to hiring managers
Recruitment Operations & Administration:
- Coordinate interviews and manage recruitment logistics
- Prepare offer letters and complete all recruitment documentation and compliance requirements
- Maintain accurate records within ATS and recruitment systems
Market Research & Reporting:
- Conduct basic market research, salary benchmarking, and talent mapping
- Utilize recruitment data and metrics to improve hiring outcomes
- Track recruitment performance against key success measures such as time-to-fill and pipeline quality
REQUIREMENTS:
- 2–3+ years of full-cycle recruitment experience
- Fully bilingual in English and French (reading, writing, and speaking)
- Robust sourcing, talent scouting, and candidate engagement experience
- Experience managing multiple requisitions in a fast-paced corporate environment
- Excellent relationship-building and stakeholder management skills
- Strong organizational, communication, and influencing abilities
- Data-driven mindset with sound business acumen
- Experience using ATS and recruitment technologies
- Must be legally eligible to work in Canada
NICE TO HAVE:
- Recruitment experience within Insurance or Financial Services organizations
- Experience supporting Operations, Finance, or Light Technical hiring
- Knowledge of salary benchmarking and recruitment market intelligence
- Experience supporting diversity and inclusion hiring initiatives
