The Role
Reporting to the Supervisor, Parking Operations, the Parking Technologist (GIS) is responsible for the development, management, and analysis of the City’s spatial parking data workplace. The role leads the integration of GIS, parking system data, financial data, and utilization studies to support evidence-based decision making for parking operations, pricing strategy, supply planning, and transportation demand initiatives. This position functions as the subject matter expert for GIS and data analytics within Parking Operations and provides analytical support to Licensing & Enforcement Services.

We manage Kingston’s parking system, offering daily and short-term parking along with permits for commuters, residents, contractors, and accessible parking. Our team oversees over 4,100 spaces in lots, garages, and on-street locations, provides rentals for events, and adapts regulations and signage to meet the city’s evolving needs.

What you’ll do...
Develop, manage and maintain the City’s parking geodatabase, spatial inventories,



and GIS mapping environment for all on-street and off-street parking assetsIntegrate data from parking technologies (meters, pay & display, pay on foot, mobile payment platforms) into GIS and analytical systemsMaintain and enhance databases associated with parking assets and transactionsProvide technical expertise for mapping projects, data visualization, and system improvementsPrepare and conduct utilization studies and customer surveysDesign and conduct spatial utilization studies, demand analysis, and parking displacement analysis using GIS toolsPrepare regular statistical and financial reportsCollect, collate and analyze data from databases, studies, surveys as well as best practices and prepare reports summarizing findings and recommendations to assist with parking planning, including impacts of parking displacement, expanding locations of paid parking and parking replacement strategiesCreate and maintain parking sign inventoriesMaintain and plan programming activities for parking systemsServe as the GIS liaison between Parking Operations and Corporate GIS/Planning teamsOther duties as assigned
