Job OverviewReporting directly to the Senior Advisor, Client Services (Finance), this position will provide financial planning, budgetary, management reporting and analytical support to client departments. In addition, the role will identify performance, efficiency and innovation improvements, prepare financial impact analyses, assist implementation, and provide training.Salary: $90,670 - $102,004 per annum (maximum $113,337).Key ResponsibilitiesKey 1: Departmental Budget DevelopmentProvide financial analysis, modelling and historical trending on client departments operating and capital budgets.Communicate, advise and train departmental management on budget development processes, corporate timelines and requirements.Coordinate meetings with departmental management to develop budget submission requests accurately and meet corporate deadlines.Review and consolidate operating and capital budget submissions for accuracy, adherence to guidelines, legislation, corporate policies, by‑laws and best practices.Facilitate prioritization of budgetary requirements with departmental management.Support departmental development of business plans and budget binders, including measuring and reporting on key performance indicators.Work cross‑functionally with other corporate divisions (Human Resources, Purchasing, Accounting, Information Technology) to advise of financial impacts where necessary.Key 2: Administer Departmental BudgetsProactively monitor actual results vs budgets to ensure funding is used as approved.Prepare monthly/quarterly reviews of the fiscal position, identifying, projecting and explaining variances,



and highlighting opportunities or risks.Investigate budget appropriation failures, obtain variance explanations and approvals from department heads.Meet with managers within a portfolio to understand business nature and advise on financial matters.Monitor capital budgets versus ability to commit funds at a program level.Review financial implications for Council and Procurement reports to ensure initiatives have approval and sufficient funds.Analyze budget amendment requests to identify all funding options and appropriate sources.Key 3: Departmental Budget System RequirementsEnter budget submission data into corporate applications with high accuracy and compliance.Enter quarterly operating budget variance information with accuracy and meeting corporate timelines.Evaluate and monitor system structures to capture any structural corporate changes.Key 4: Provide Financial Modelling, Analysis, Research and Decision SupportIdentify performance, efficiency and innovation improvements and prepare financial impact analyses.Conduct research and prepare ad‑hoc studies of financial implications of alternative business models, cost‑benefit analyses, and recommend improved risk management.Prepare financial modelling, analysis,



templates and reporting to support departmental decisions.Formulate strategic financial recommendations and provide constructive insight on related matters.Selection CriteriaEducationUniversity degree in Accounting, Finance, Business Administration or other relevant discipline.CPA designation (CA, CMA, CGA), CFA or MBA required.Certificate in Lean Six Sigma/Kaizen considered an asset.Experience3‑5 years of progressive experience in a financial related field.Experience with municipal finance, budgeting and infrastructure funding considered an asset.Other Skills and AssetsKnowledge of relevant municipal legislation (e.G., Development Charges Act, Municipal Act).Demonstrated analytical and conceptual thinking with solid reasoning and problem‑solving abilities.Advanced computer skills in MS Office, spreadsheets, database applications and PeopleSoft Financials.Excellent interpersonal, customer service and public relations skills.High level of oral and written communication proficiency.Ability to work independently and as part of a team.Consultative and collaborative approach with clients and cross‑functional teams.Willingness to attend off‑site meetings regularly.Excellent performance and work record.Mandatory RequirementsMust hold a Professional designation (CPA, CA, CGA, CMA, CFA) or MBA.Equal Opportunity StatementThe City of Brampton is an equal prospect employer.
