UTILITY MAINTENANCE SUPERVISOR – Public Works – Utilities Department – Regular Full Time – $53.30 per hour (BCGEU Collective Agreement)NATURE OF WORKThe Utilities Maintenance Supervisor performs a variety of administrative, supervisory and skilled tasks and assists the Utilities Superintendent in the planning, implementation, evaluation, operation, maintenance and repair of water and wastewater collection and distribution systems. The position is responsible for the safe and efficient operation of the water distribution network, hydrants, valves, and sewer collection mains. Work typically involves making daily operational decisions, performing maintenance duties, supervising and directing staff to maintain quality that meets or exceeds all compliance criteria outlined in City Operating Permits, Certificates, Bylaws and applicable Provincial and Canadian Legislation.Ability to work flexible hours, including days, evenings and weekends, is required. The supervisor may be required to respond to after‑hours callouts.SUPERVISION RECEIVEDWorks under the direct supervision of the Utilities Superintendent. May report to the Director of Public Works and Utilities for special projects and assignments.SUPERVISION EXERCISEDSupervises assigned Public Works staff and contractors working in the department.ESSENTIAL DUTIES AND RESPONSIBILITIESSupervise and direct assigned staff on the Utilities Maintenance Team, enforce policies and procedures, plan, schedule, assign and monitor work, appraise employee performance, identify and recommend training, and participate in staff selection.Visually inspect the collection and distribution systems and all maintenance equipment to ensure proper functioning, troubleshoot control systems, and take corrective action when required.Compile data, prepare electronic reports, and complete logs detailing distribution and collection operations, ensuring accurate completion of operational, maintenance and other records required for approval and process compliance.Arrange and coordinate excavations, sewer mainline flushing and hydrant maintenance.Utilize and obtain proficiency in a variety of computer software and mobile device applications.Perform and coordinate daily, weekly,



monthly and annual maintenance including preventative maintenance on collection and distribution systems and related equipment, while ensuring cleanliness and observing proper lockout and confined space procedures.Receive, load, unload chemicals, parts and supplies, and respond to emergency water and sewer issues.Carry out maintenance work outside of regular working hours to ensure 24‑hour operation of the water and wastewater systems.Set up work orders, give daily direction to staff, maintenance contractors or equipment suppliers, and ensure that specific safe work procedures are followed.Assist in training current personnel and ensure staff are kept informed through written and verbal communication.Develop, complete and maintain safety programs, risk assessments, safe work procedures and safety training records, and ensure that safe work practices and occupational health and safety guidelines are adhered to by staff, contractors and visitors.Organize and attend required safety training, including skills upgrading.Participate in budget assessment, control and forecasting, and research, complete and advise on capital projects.Monitor and inspect contractors’ work, evaluate performance and ensure deficiencies are corrected.Promote awareness of environmental and water conservation issues for the general public.Make recommendations on technical matters to supervisor and operators to optimize treatment efficiency and effluent quality standards.Maintain and update databases related to safety and equipment maintenance, including drawings and schematics.Operate a variety of tools and equipment associated with the daily operation and maintenance of the water and wastewater systems.Assist in the development and implementation of related goals, objectives, budgets, policies and procedures.Assist in scheduling and training of staff.Serve on various employee or other committees as assigned.PERFORMANCE FACTORSKnowledge,
