The Parks Division manages and develops infrastructure for Alberta Parks and Public Lands, ensuring safe, sustainable, accessible, and enjoyable outdoor recreation while balancing conservation values.About the RoleThe Capital Systems Planner visits parks and Crown Lands across the province to assess, analyze, and plan capital asset systems—facilities, utilities, roads, parking, and staff housing. The role coordinates with Capital Infrastructure Planners and leads the planning and development of provincial capital asset systems, ensuring alignment with program objectives and regulatory standards.ResponsibilitiesDevelop plans for province‑wide capital asset systems, including facilities, utilities, roads, parking, staff housing, and other infrastructure elements.Conduct infrastructure planning studies, feasibility assessments, preliminary engineering evaluations, and condition assessments to evaluate assets against objectives and regulatory standards.Assess and prioritize assets for refurbishment or replacement based on condition, performance, life‑cycle cost, system planning, and harmonization considerations.Collaborate with operations and maintenance staff,



end‑users, planners, consultants, and project managers to identify needs, define project priorities, and resolve conflicts.Develop project charters, detailed project plans, write scopes of work for RFPs, and evaluate proposals.Manage professional services contracts, ensuring adherence to contract documents by consultants and contractors for assessments, feasibility studies, concept designs, and construction monitoring activities.Review consultant reports, recommendations, and cost estimates; facilitate stakeholder reviews and incorporate feedback.Support Capital Infrastructure Planners with technical planning tasks to maintain alignment within broader capital planning initiatives.Support the Project Management & Delivery team during detailed design and construction phases.CompetenciesDevelop Networks:Establish and maintain stakeholder relationships; incorporate broader group needs; influence throughcommunication techniques.Drive for Results:Plan based on experience; hold self and others accountable for results; partner with groups to achieve outcomes; aim to exceed expectations.Education and ExperienceTwo‑year technical diploma in a related field of engineering or architecture,



plus six years of progressively responsible related experience in capital planning, infrastructure planning, or asset management within a public‑ or private‑sector environment.Equivalency1 year of education for 1 year of experience.1 year of experience for 1 year of education.Qualifications & RequirementsExperience in asset development and project management.Analytical skills to identify problems, devise innovative solutions, and recommend actions.Proficient communication and interpersonal skills; ability to build consensus among stakeholders.Knowledge of building codes, federal and provincial regulations related to buildings, water, wastewater, power, gas, and roads.Knowledge of Occupational Health and Safety legislation.AssetsDesignation with the applicable registration body in Alberta as a technologist, engineer, or architect.Experience in contracting and construction processes.Experience in stakeholder engagement.Familiarity with facilities and utilities in remote, rural, or off‑grid settings.Technical knowledge in planning, engineering, and landscape standards and design guidelines.Knowledge of Alberta’s Provincial Parks Act, associated regulations, park operations, outdoor recreation, and environmental or natural resource policy.Additional InformationThis is a full‑time permanent chance in Edmonton.
