Highlights of the job EPCOR Water Services is hiring a full-time, permanent Public Engagement Senior Advisor , based at the Rossdale Water Treatment Plant (RECAL Building) in Edmonton, AB.
In this strategic role, you’ll lead the development and execution of public engagement plans that foster trust, ensure transparent communication, and build robust relationships with stakeholders and communities. You’ll provide expert guidance on engagement strategies that meet regulatory requirements, support project timelines, and align with EPCOR’s values.
Working closely with internal teams and external partners, you’ll use a range of communication tools—from traditional media to digital platforms—to deliver effective engagement. This role also supports issue response and continuous improvement to enhance customer experience.
What you’d be responsible for Planning and executing public engagement strategies using a variety of tactics, including notifications, consultations, open houses, signage, and digital communications.
Supporting community events and leading community liaison groups for the water and wastewater treatment plants.
Ensuring compliance with regulatory requirements and alignment with project timelines to support annual construction goals.
Conducting research and analyzing data to inform engagement plans and summarize insights for internal stakeholders.
Engaging stakeholders by identifying key audiences, assessing concerns, and building trust through proactive communication and relationship management.
Creating content that translates technical information into clear, accessible language for a variety of channels, including briefing notes, websites, and social media.
Collaborating internally with cross-functional teams, project managers, contractors, and vendors to support engagement activities and project success.
Tracking engagement activities using CRM tools (e.g., Borealis)



to maintain accurate project records and stakeholder interaction histories.
Managing issues and concerns by responding to stakeholder inquiries, preparing media responses, and supporting EPCOR’s reputation and community relationships.
Reporting outcomes to support decision-making, regulatory submissions, presentations, and public hearings.
Identifying and implementing process improvements to enhance engagement strategies, stakeholder experiences, and overall program effectiveness.
Supporting media relations activities through participation in a rotating on-call schedule and serving as a spokesperson when required.
What’s required to be successful A degree in Business, Communications, Public Relations, Marketing, Social Sciences, or a related field from a recognized post-secondary institution is required
4+ years of progressive experience in public engagement, stakeholder consultation, or communications, with a proven track record of developing and executing strategic engagement plans is required
Demonstrated experience developing, leading and executing strategic and effective public/stakeholder engagement activities
Strong communication skills, with the ability to convey complex technical information clearly across diverse audiences
Exceptional research, writing, and editing abilities for both print and digital platforms.
Demonstrated expertise in issues management and conflict resolution
Experience managing external vendors (e.g., research, design, printing, distribution).
Solid project management and planning capabilities, especially in dynamic, fast-paced environments
Strong collaboration and relationship-building skills across all organizational levels.
Proficiency in Microsoft Office Suite (including SharePoint), project management tools, CRM systems (e.g., Borealis), and social media platforms
IAP2 certification, knowledge of the utility industry, and familiarity with customer experience trends are considered assets

Hours of work: 80 hours biweekly
Wage: Starting at $ 53.92 per hour
Final Wage and Step will be determined at the time of selection and based on a combination of factors as outlined in the Collective Agreement.
A requirement of working for EPCOR is that you are at least 18 years of age, successfully attained a high school diploma (GED, or equivalent level of secondary education) and legally entitled to work in Canada. (A copy of a valid work permit may be required.)
If you are considered for the position, clearance is required on all applicable background checks (which may include criminal, identity, educational, and/or credit) and professional reference checks. Some EPCOR positions require an enhanced level of background assessment, which is dictated by law. These positions require advanced criminal record checks that must also be conducted from time to time after commencement of employment.
A technical/practical assessment may be administered during the selection process and this exercise will be used as a part of the selection criterion.
To meet the physical demands required of some positions, candidates must be in good physical condition and willing to work in all weather conditions. Clearance on pre-placement medical and drug and alcohol testing may be required.
P rior infractions for unsafe driving behaviours will be evaluated and considered for non-selection regardless of current demerits on file .
