The Digital Design and Delivery (DDD) division is the Government of Alberta's (GoA) centre for modern digital delivery, focused on accelerating the design of simpler, faster, and better human-centered digital services. It partners with ministries to design better services, build capability and confidence in modern digital practices, and assure service quality and value through standards and controls.
The Product Branch within DDD is accountable for partnering with ministry programs to frame problems and deliver evidence-based solutions through the design and delivery of technology and services.
Role Responsibilities
The Product Branch is looking for a Manager of Development. Reporting to the Director, AI Factory and Design, this position is accountable for leading the development practice within DDD - a team of Digital Architects and Full Stack Developers - and for providing both architectural leadership and hands-on software delivery leadership to multidisciplinary product teams.
This position ensures that solutions are strategically designed and reliably built setting the architectural direction and technology standards, while overseeing the day-to-day engineering that turns those designs into secure, scalable, high-quality digital services.
The responsibilities of this role include:
Lead and develop a multidisciplinary team of Digital Architects and Full Stack Developers, providing direction, coaching, performance management, and professional development in support of AI-first delivery.
Oversee the end-to-end design,
development, testing, and deployment of secure, scalable, API-first, and AI-ready digital solutions that align with government standards and business priorities.
Drive the adoption of AI-enabled architecture and software development practices, leveraging agentic AI and automation to improve delivery speed, quality, and maintainability.
Ensure adherence to enterprise architecture frameworks, secure coding practices, quality engineering standards, cybersecurity requirements, and responsible AI principles.
Partner with stakeholders and cross-functional teams to translate business needs into strategic technology roadmaps, architectural solutions, and predictable delivery plans.
Lead innovation and modernization initiatives by evaluating emerging technologies, reducing technical debt, and advancing cloud-native, AI-built, and reusable digital solutions.
Manage operational planning, resource allocation, budgets, and governance activities to support efficient delivery, organizational objectives, and continuous improvement of development practices

Qualifications
Requirements:
A university degree in a related field (e.g., Computer Science, Software Engineering, Information Technology), supplemented by four (4) years of progressively responsible, related experience.
A cover letter clearly demonstrating relevant skills and competencies tailored to this position.
Preference will be given to candidate who have experience with:
Leading, coaching, and developing technical teams in agile, product-oriented environments,
ideally across architecture and software development.
Applying AI across the delivery lifecycle, including AI coding assistants (e.g., GitHub Copilot, Claude Code), agentic AI, model integration, and data pipelines, while following responsible AI, validation, testing, and secure coding practices.
Communicating complex technical and AI concepts, including benefits, trade-offs, risks, and limitations, to both technical and non-technical audiences.
A related master's degree and a minimum of three (3) years of related experience; or
A related two-year diploma and a minimum of six (6) years of related experience; or
A related one-year certificate and a minimum of seven (7) years of related experience; or
A minimum of eight (8) years of related experience in lieu of formal education.
Assets:
Exceptional communication skills, with the ability to explain complex technical and AI concepts, including benefits, trade-offs, risks, and limitations, to technical and non-technical audiences.

Hours of Work: 7.25 hours daily / 36.25 weekly - Monday to Friday
Location: Alberta
