Five Counties Children’s Centre (FCCC) has been dedicated to supporting children and youth with physical, developmental and communications needs for 50+ years. In partnership with families and communities, we provide outpatient and community-based services with the aim of enriching the independence and wellness of those we serve ~ Building Abilities for Life.

We assess and treat clients from infancy to their late teens, offering a wide variety of services including physiotherapy, occupational therapy, speech and language therapy, social work and therapeutic recreation. We provide treatment in schools, in the community and at our locations in Peterborough, Lindsay, Cobourg, Campbellford and Minden.

FCCC is proud of the partnerships we have developed within the community. These partnerships have assisted families in our communities to access additional services that are needed to assist with their child’s development.

About the Job:
We are accepting applications for an immediate vacancy in our Cobourg office for a permanent, full-time Resource Consultant.

In this position, you will focus on fostering inclusive early learning and childcare environments that support the diverse needs of all children, parents/caregivers and educators through capacity building. You will offer coaching, mentoring, training, resources and support services to educators and educator teams within the early learning and childcare community in Northumberland County. This position utilizes a child-centred approach to provide supports to children in early learning and childcare settings that reflect their current treatment plan/identified needs. You will also provide supports to childcare and early learning programs for the inclusion of children with special rights.

Your key responsibilities will include:

Assist in the development, implementation and evaluation of Individual Support Plan (ISP) for each child on assigned caseload in partnership with educator/educator teams and in consultation with parents/caregivers, medical/therapeutic practitioners, and other community partners who support the child.

Use community developed tools (formal and informal) to assess, monitor, and plan for the inclusion of all children in early learning and childcare and coordinate additional assessments as needed from other sources.

Provide and utilize screening tools as required and requested by early learning and childhood educators.





Provide information regarding community services/supports/resources to early learning and childhood educators and parents/caregivers.

Support and provide guidance to educators/educator teams with communicating to parents/caregivers. When necessary, will liaison with the parents/caregivers and the educator/educator teams to ensure clear and consistent communication.

Where appropriate, attend therapy sessions with children to provide information to support ISPs that provide consistent strategies for home and childcare.

Provide input to the Program Manager in the assessment of childcare early learning program needs and interest to continue building educator capacity and high-quality early learning environments for all children.

Attend meetings with early learning and childcare staff and/or community partners to assist with a child’s transition to a new program or school.

Provide input to the Program Manager in the assessment of childcare and camp programs’ needs for enhanced staffing.

Assist in the monitoring of contractual agreements with childcare programs for enhanced staffing as appropriate.

In collaboration with the Early Years Coordinator and/Early Learning Capacity Building and Workforce Lead use community developed Learning Quality Reflection (LQR) to assess, monitor and, plan for continuous program/agency improvements.

Facilitate and/or provide professional learning/training opportunities that may be site/program specific or community-based initiatives.

Comply with relevant Centre/Ministry statistical, clinical and administrative reporting requirements in a timely manner.

Work collaboratively with FCCC staff, Northumberland County Early Years Team, community-based early learning and childcare teams and with staff from other early years community organizations/schools.

Assume responsibility for a caseload of children and early learning and childcare agencies.

Maintain appropriate service delivery records for each child.

Demonstrate professional conduct which embodies the mission and values of the Centre and the Ontario College of Early Childhood Educators including the RECE Code of Ethics.

Comply with Continuous Skilled Learning (CPL)



expectations of the Ontario College of Early Childhood Educators and maintain an up-to-date record of professional learning/advancement.

What You Bring:

Diploma or degree in Early Childhood Education or recognized equivalent; must be eligible and maintain membership in the Ontario College of Early Childhood Educators as a RECE.

Minimum five years’ experience working with children in early learning and childcare settings.

Experience working with children who have special rights and their parents/caregivers would be considered an asset.

Experience facilitating workshops/presentations/courses for adult learners.

Knowledge and provision of formal assessments related to inclusion supports and quality early learning and childcare standards.

Excellent knowledge of current legislation and its application in childcare settings.

Excellent knowledge of community services and funding supports for educators and/or parents/caregivers.

An understanding of the principles of Adult Learning would be considered an asset.

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Teams).

Excellent communication skills, written and verbal.

Ability to work independently and as a team member.

Demonstrated willingness and ability to work within and utilize a capacity building approach in service delivery.

Access to reliable and efficient transportation to travel regularly to a variety of locations in Northumberland County.
