The role
You will lead the design, setup, and activation of a GitHub Copilot and Agent Builder Centre of Excellence inside Rogers' IT organisation. This is a hands-on programme leadership role — not an advisory engagement.
You will build the governance framework, establish the five foundational repositories, activate the Champion network across Rogers IT verticals, and own the metrics narrative that connects Copilot adoption to engineering outcomes that Rogers IT leadership tracks. You are building a programme that Rogers will own and sustain independently after the engagement.
You will
Lead stakeholder alignment sessions — with Rogers IT Directors, VPs, and the Executive Sponsor — translating the COE model into a programme Rogers can own and sustain
Build and own the programme roadmap — sequencing licence rollout, Champion activation, Tier 1 agent deployment, and governance board cadence
Draft the Acceptable Use Policy, content exclusion rules, and data handling guidelines — specific to Rogers' regulatory environment (PIPEDA, CRTC)
Set up and seed all five foundational GitHub repositories — guidelines, custom instructions, best practices, agent templates, metrics dashboard
Run the monthly COE Governance Board — preparing the agenda, presenting metrics, facilitating decisions on agent approvals and policy changes
Design and deliver the AI Champion identification and onboarding process — across Rogers IT verticals including Network Automation, Digital, BSS/OSS, and Platform Engineering
Create and maintain the executive one-pager dashboard — that Rogers VP presents to leadership monthly — connecting Copilot usage to engineering outcomes
Act as the escalation point for any team that is blocked — making strategic decisions, removing blockers, and representing the programme to Rogers leadership
Document all programme artefacts — in a format Rogers can take over and run independently — this is built to hand off, not to own permanently
NON-NEGOTIABLE REQUIREMENTS
Hands-on Python proficiency — must write and debug Python in real time with Rogers engineers
Minimum 8 years in technology consulting or enterprise IT programme delivery with 3+ years client-facing
Direct experience configuring GitHub Copilot Enterprise — content exclusion, custom instructions, usage dashboards
Proven track record running an enterprise technology adoption programme from pilot to scale
Experience working with or inside a Canadian telecommunications company (Rogers, Bell, Telus, or equivalent)
Excellent verbal and written communication — presenting to VP in morning, running dev workshop in afternoon
Who you are
Programme & Delivery
Enterprise programme delivery — PMP, PMI-ACP, or demonstrable equivalent through delivery track record
Governance framework design — AUPs, acceptable use policies, technology standards documentation in regulated enterprise environments
Change management — proven ability to drive behavioural change at team and organisational level
Executive stakeholder management — comfortable presenting to and advising C-level and VP-level technology leadership
Technical
Python — expert level — 5+ years hands-on; used for automation, scripting, and credible technical dialogue with Rogers engineers
GitHub Enterprise administration — org settings, repository policies, branch protection, audit logs, Copilot licence management
GitHub Copilot Enterprise — content exclusion, custom instructions authoring, usage dashboard configuration, agent policy management
CI/CD and GitHub Actions — sufficient depth to understand and discuss agent workflows and pipeline integration
AI/ML literacy — understands how LLMs work, what hallucination means in a code context, and how prompt engineering affects output quality
Leadership & Communication
Bilingual technical fluency — translates developer concepts into business language and business priorities into technical requirements — credibly in both directions
Workshop facilitation — runs effective sessions with mixed audiences from junior developers to senior technical leads
Written communication — produces governance documents, executive reports, and programme artefacts that are immediately usable without editing
TELECOM DOMAIN — STRONG PREFERENCE
Experience working within or consulting to a Canadian telecommunications company — Rogers, Bell, Telus, or equivalent
Understanding of BSS/OSS system architecture and why legacy modernisation in a telco context differs from standard enterprise software
Familiarity with CRTC regulatory requirements and their intersection with software systems and third-party AI tools
Knowledge of how Rogers IT is organised across its technology verticals is a strong differentiator
